【摘要】:獸醫(yī)圖書出版對我國人民健康和畜牧業(yè)發(fā)展以至整個農(nóng)業(yè)的發(fā)展有著極其重要的作用,獸醫(yī)圖書出版屬專業(yè)出版范疇,在我國有近2000年歷史,新中國成立后是發(fā)展最快的時期,尤其是改革開放后的30年,獸醫(yī)圖書出版在經(jīng)歷了萎縮、斷層、分散、國際化受阻、品種匱乏、內(nèi)容質(zhì)量不高等艱難時期后,迎來了快速發(fā)展的大好局面。但是,隨著改革開放的深入,特別是市場化、信息化、全球化的大潮來襲,獸醫(yī)圖書出版與獸醫(yī)科學(xué)技術(shù)的發(fā)展以及廣大讀者對新知識、新技術(shù)的迫切渴望形成了巨大的差距。這就為我國從戰(zhàn)略層面上規(guī)劃統(tǒng)籌獸醫(yī)圖書出版提出了新的要求。要求我們從戰(zhàn)略層面對獸醫(yī)圖書結(jié)構(gòu)布局、資源配置、發(fā)展目標(biāo)、戰(zhàn)略措施、發(fā)展方向等進(jìn)行深入研究,以期對獸醫(yī)圖書出版起到指導(dǎo)和借鑒作用。 本文立足于對新中國成立以來60余年獸醫(yī)圖書出版狀況的宏觀統(tǒng)計和圖書品種、內(nèi)容的深入分析,以專業(yè)圖書常用分類方法按照學(xué)術(shù)專著(含譯著)、高等教育教材、培訓(xùn)教材、科普讀物和出版物學(xué)科分類,采用系統(tǒng)分析法、案例分析法、統(tǒng)計分析法等,站在政治、經(jīng)濟(jì)、社會、文化、科技、出版等各個角度對獸醫(yī)圖書出版問題分別進(jìn)行了分析研究,從獸醫(yī)圖書出版戰(zhàn)略的高度得出了七個結(jié)論。主要包括:1.中國獸醫(yī)圖書出版戰(zhàn)略目標(biāo)是構(gòu)建以信息、網(wǎng)絡(luò)技術(shù)為支撐,以市場需求為導(dǎo)向,符合生態(tài)環(huán)境保護(hù)、品種結(jié)構(gòu)合理、可持續(xù)發(fā)展的獸醫(yī)圖書出版體系。2.中國獸醫(yī)圖書出版必須堅持服務(wù)于獸醫(yī)學(xué)科發(fā)展與教育、服務(wù)于畜牧業(yè)生產(chǎn)與安全、服務(wù)于大眾健康與生活“三個服務(wù)”的出版方向,這是堅持為實現(xiàn)新的“四個現(xiàn)代化”、實現(xiàn)中華民族偉大復(fù)興中國夢服務(wù)的政治方向的具體體現(xiàn)。3.必須進(jìn)一步提高中國獸醫(yī)圖書出版的適應(yīng)性戰(zhàn)略措施。即適應(yīng)市場多樣化需求,普遍提高各類獸醫(yī)圖書科技含金量,根據(jù)自身優(yōu)勢、突出重點出版物,遵循市場規(guī)律,避免盲目競爭。4.必須進(jìn)一步建立中國獸醫(yī)圖書出版的品牌戰(zhàn)略措施。借助國家精品課程建設(shè)項目、國家重大出版基金項目,樹立品牌權(quán)威、立傳世之作。5.必須進(jìn)一步加強中國獸醫(yī)圖書出版的數(shù)字化戰(zhàn)略措施。加大投入,創(chuàng)造條件加快建立以計算機(jī)技術(shù)、多媒體技術(shù)和網(wǎng)絡(luò)技術(shù)為支撐的數(shù)字化出版體系。6.必須進(jìn)一步建立中國獸醫(yī)圖書出版的環(huán)保戰(zhàn)略措施。把出版發(fā)展納入國家的生態(tài)建設(shè)任務(wù)之中,使出版走上“綠色”發(fā)展之路。7.必須進(jìn)一步提高中國獸醫(yī)圖書出版的國際交流戰(zhàn)略措施。擴(kuò)大“引進(jìn)來、走出去”的國際交流,保護(hù)知識產(chǎn)權(quán),繁榮“版權(quán)”貿(mào)易。 本研究還就落實出版戰(zhàn)略的具體措施方面提出了四條建議:1.通過我國獸醫(yī)圖書的組織與運行,推進(jìn)建立適合我國國情的獸醫(yī)科學(xué)技術(shù)推廣與應(yīng)用體系。2.深度挖掘和整理傳統(tǒng)中獸醫(yī)學(xué)方面古籍,在國家或行業(yè)的引導(dǎo)和支持下盡快推進(jìn)傳統(tǒng)中醫(yī)學(xué)著作“走出去”戰(zhàn)略的落實。3.進(jìn)一步強化國家對獸醫(yī)圖書出版的指導(dǎo)和規(guī)劃功能,建立以立項方式為引導(dǎo)的獸醫(yī)圖書重大出版項目體系,強化行業(yè)部門和出版企業(yè)在出版資源配置和獸醫(yī)圖書出版結(jié)構(gòu)與布局的交流與溝通,為實現(xiàn)“綠色”出版、高效出版奠定堅實基礎(chǔ)。4.在新媒體時代,出版企業(yè)聯(lián)合開發(fā)獸醫(yī)學(xué)科技術(shù)在線服務(wù)平臺以及應(yīng)用技術(shù)推廣體系。
[Abstract]:Veterinary books and publications play an important role in the development of the health of the people and the development of the animal husbandry and the development of the whole agriculture. The publication of veterinary books is a category of professional publication. It is in our country in the history of 2000. After the founding of new China, it is the fastest developing period, especially in the 30 years after the reform and opening up, and the publication of veterinary books has gone through atrophy and broken. After the difficult times, the layer, the dispersion, the internationalization, the variety, the quality of the content are not high, and the rapid development situation is ushered in. However, with the deepening of the reform and opening up, especially the market, information, globalization, the development of veterinary books and veterinary medicine, and the force of the readers on new knowledge and new technology There is a huge gap in cutting longing. This puts forward new requirements for China to plan and co-ordinate the publishing of veterinary books from the strategic level. It requires us to study the layout of the veterinary books, the allocation of resources, the development goals, the strategic measures and the direction of development from the strategic level, in order to guide and learn from the veterinary book publishing. Use.
This paper is based on the macro statistics of the publishing situation of veterinary books and the contents of books and books for more than 60 years since the founding of new China, and the contents are analyzed in accordance with the common classification methods of professional books, such as academic monographs (including translated works), higher education textbooks, training materials, science popularization and publishing subject classification, system analysis, case analysis, and system analysis. This study also puts forward four suggestions for the implementation of the specific measures of the publishing strategy: 1. through the organization and operation of veterinary books in China, the establishment of a veterinary science and technology extension and application system suitable for China's national conditions,.2. depth mining and consolidation of traditional Chinese ancient books of veterinary medicine, is promoted as soon as possible with the guidance and support of the state or industry. The implementation of the "going out" strategy in the traditional Chinese medicine works.3. further strengthens the state's guidance and planning function to the publication of veterinary books, and establishes a major publishing project system for veterinary books, which is guided by the method of establishment, and strengthens the exchange and ditch of the distribution of publishing resources and the structure and layout of the publishing of veterinary books in the industry and publishing enterprises. For the realization of "green" publishing and efficient publishing, it lays a solid foundation for.4. in the new media era.
