【摘要】：隨著我國(guó)知識(shí)產(chǎn)權(quán)發(fā)展戰(zhàn)略的實(shí)施,專利申請(qǐng)量逐年遞增,申請(qǐng)人請(qǐng)求專利局制作相關(guān)副本、證明文件的請(qǐng)求量以及提交文件登記備案的數(shù)量也增長(zhǎng)迅速。此外,隨著國(guó)際交換平臺(tái)系統(tǒng)的建設(shè),目前的業(yè)務(wù)受理系統(tǒng)和電子申請(qǐng)系統(tǒng)中并不支持PCT[1](Patent Cooperation Treaty專利合作條約)申請(qǐng)的DAS[2](Digital Access Service for Priority Documents優(yōu)先權(quán)文件數(shù)字接入服務(wù))交存請(qǐng)求書的提交。所以傳統(tǒng)的專利審批方式已經(jīng)滿足不了目前的專利審批狀況。因此,開發(fā)符合中國(guó)專利審批的特點(diǎn)和需求,提供高效審批模式的審批系統(tǒng)具有重要的實(shí)際意義。中國(guó)專利審查流程服務(wù)系統(tǒng)是一個(gè)與時(shí)俱進(jìn)的系統(tǒng),它實(shí)現(xiàn)了專利審查流程電子化服務(wù),同時(shí)也實(shí)現(xiàn)了與E系統(tǒng)(內(nèi)網(wǎng)系統(tǒng))的緊密銜接,為申請(qǐng)人、專利權(quán)人及社會(huì)公眾等專利創(chuàng)造主體提供全面的流程服務(wù)。 本文通過分析用戶的具體需求,結(jié)合中國(guó)專利審查流程的特殊情況,細(xì)化功能點(diǎn),設(shè)計(jì)并實(shí)現(xiàn)了一套基于B/S架構(gòu)的中國(guó)專利審查流程服務(wù)系統(tǒng)。論文從引言、基本理論及關(guān)鍵技術(shù)分析、數(shù)據(jù)庫(kù)概述、系統(tǒng)分析和概要設(shè)計(jì)以及系統(tǒng)實(shí)現(xiàn)等幾個(gè)方面詳細(xì)地闡述了該系統(tǒng)的立項(xiàng)背景、需求分析、系統(tǒng)實(shí)現(xiàn)等內(nèi)容。作者在該項(xiàng)目中擔(dān)任開發(fā)角色,所承擔(dān)的具體工作如下：負(fù)責(zé)專利審查流程服務(wù)系統(tǒng)的業(yè)務(wù)查詢功能開發(fā)工作,根據(jù)不同的查詢條件得到相應(yīng)的查詢結(jié)果；負(fù)責(zé)文件副本和證明文件業(yè)務(wù)模塊、登記備案類專利事務(wù)業(yè)務(wù)模塊、優(yōu)先權(quán)數(shù)字接入服務(wù)業(yè)務(wù)模塊和請(qǐng)求優(yōu)先審查服務(wù)業(yè)務(wù)模塊的開發(fā)工作,按照不同的業(yè)務(wù)需求,實(shí)現(xiàn)不同模塊業(yè)務(wù)數(shù)據(jù)的提交、保存等功能；負(fù)責(zé)在線交流模塊的開發(fā)工作,實(shí)現(xiàn)在線提問和查看已回復(fù)、精華帖等功能；還負(fù)責(zé)實(shí)現(xiàn)用戶的注冊(cè)、登錄等功能。 中國(guó)專利審查流程服務(wù)系統(tǒng)分為外網(wǎng)系統(tǒng)和內(nèi)網(wǎng)系統(tǒng)兩部分,本文所介紹的是外網(wǎng)系統(tǒng)。外網(wǎng)系統(tǒng)的建立逐漸改變了用戶以往的申請(qǐng)方式,以網(wǎng)絡(luò)申請(qǐng)取代紙件申請(qǐng),用戶在該系統(tǒng)注冊(cè)之后,就可以填寫相關(guān)的申請(qǐng)信息,自動(dòng)審核通過之后,提交申請(qǐng)信息到內(nèi)網(wǎng)系統(tǒng)供審查人員進(jìn)行審核。通過這種申請(qǐng)方式,申請(qǐng)用戶可以在線實(shí)時(shí)查詢專利申請(qǐng)的進(jìn)度,并可以下載局方出具的文件,增強(qiáng)了申請(qǐng)人和審批人之間的有效溝通,提高了專利審查的效率。
[Abstract]:With the implementation of the development strategy of intellectual property in China, the number of patent applications is increasing year by year. The applicants request the Patent Office to make relevant copies, the number of requests for proof documents and the number of filing documents are also growing rapidly.In addition, with the construction of international exchange platform system,In the current business processing system and electronic application system, the filing request of the DAS (2) Digital Access Service for Priority Documents file priority file digital access service which does not support PCT [1] Cooperation Treaty patent cooperation treaty is submitted.Therefore, the traditional patent approval method can not meet the current patent approval situation.Therefore, it is of great practical significance to develop an examination and approval system that conforms to the characteristics and needs of patent approval in China and provides an efficient examination and approval model.China patent examination process service system is a system that keeps pace with the times. It realizes the electronic service of patent examination process, and also realizes the close connection with E system (intranet system).Patent creators, such as patentees and the public, provide comprehensive process services.By analyzing the specific needs of users, combining with the special situation of Chinese patent review process and refining the function points, this paper designs and implements a set of Chinese patent review process service system based on B / S architecture.In this paper, the background, requirement analysis and implementation of the system are described in detail from the following aspects: introduction, basic theory and key technology analysis, database overview, system analysis and summary design, and system implementation.The author takes the role of development in the project, and the specific work is as follows: responsible for the development of the business query function of the patent examination process service system, and get the corresponding query results according to different query conditions;To be responsible for the development of the document copy and certification service module, the registration and filing patent business module, the priority digital access service service module and the request priority review service service module, according to the different business requirements,To achieve different modules of business data submission, preservation and other functions; responsible for the development of online communication module, to achieve online questions and check back, quintessential posts and other functions; also responsible for the registration of users, login and other functions.The patent examination process service system in China is divided into two parts: the extranet system and the intranet system.The establishment of the outer network system has gradually changed the user's previous application mode and replaced the paper application with the network application. After the registration of the system, the user can fill in the relevant application information, and after automatic examination and approval,Submit the application information to the intranet system for audit by the examiner.Through this way, the users can search the progress of patent application online, download the documents issued by the bureau, enhance the effective communication between the applicant and the examiner, and improve the efficiency of patent examination.
