【摘要】：科技創(chuàng)新作為提高社會生產(chǎn)力和綜合國力的戰(zhàn)略支撐,是國家發(fā)展全局的核心所在。從國際視野來看,我國在科技創(chuàng)新方面的相對滯后,成為了制約國家競爭力提升的短板。那么,科技創(chuàng)新背后根本性的支撐因素有哪些?制度對科技創(chuàng)新是如何發(fā)揮作用的?迄今為止,學(xué)界對這一問題的系統(tǒng)性研究較為缺乏。在傳統(tǒng)制度研究的基礎(chǔ)上,新制度主義經(jīng)濟(jì)學(xué)將價(jià)值觀、習(xí)俗、潛規(guī)則等非正式制度因素納入制度的框架,大大豐富了制度的內(nèi)涵。本文通過對全球競爭力指數(shù)2006至2015年的面板數(shù)據(jù)采用固定效應(yīng)模型進(jìn)行分析,找尋正式制度、非正式制度對科技創(chuàng)新的影響機(jī)制,并從中挖掘我國在科技創(chuàng)新上可以改進(jìn)與完善的正式制度與非正式制度因素。研究結(jié)果表明,正式制度、非正式制度對科技創(chuàng)新有顯著影響,同時(shí)對科技創(chuàng)新的各個(gè)具體指標(biāo)影響各不相同。作為正式制度的知識產(chǎn)權(quán)保護(hù)力度、政府規(guī)制、企業(yè)法人治理結(jié)構(gòu)完善性,以及作為非正式制度的企業(yè)道德,與一個(gè)國家的科技創(chuàng)新有著顯著的正相關(guān)性。有鑒于此,我國應(yīng)當(dāng)不斷增強(qiáng)知識產(chǎn)權(quán)保護(hù)力度、降低政府規(guī)制帶來的企業(yè)負(fù)擔(dān),推進(jìn)各類企業(yè)的法人治理結(jié)構(gòu)完善,并采取積極措施有效提升企業(yè)的道德水平,以增強(qiáng)我國的科技創(chuàng)新實(shí)力。
[Abstract]:Scientific and technological innovation, as a strategic support for improving social productivity and comprehensive national strength, is the core of the overall situation of national development.From the international perspective, China's relative lag in science and technology innovation has become a short board to restrict the promotion of national competitiveness.So, what are the fundamental supporting factors behind scientific and technological innovation?How does the system play a role in scientific and technological innovation?So far, the systematic research on this issue has been lacking in academic circles.On the basis of the traditional institutional research, the new institutionalism economics brings the informal institutional factors, such as values, customs, hidden rules, into the institutional framework, which greatly enriches the connotation of the institution.This paper analyzes the panel data of Global Competitiveness Index (GCI) from 2006 to 2015 by using a fixed effect model to find out the influence mechanism of formal institution and informal institution on science and technology innovation.And excavate the formal and informal institutional factors which can be improved and perfected in science and technology innovation in our country.The results show that the formal and informal institutions have a significant impact on scientific and technological innovation, and at the same time, the impact on each specific index of scientific and technological innovation is different.As a formal system of intellectual property protection, government regulation, corporate governance structure perfection, as well as as an informal system of corporate ethics, and a country's scientific and technological innovation has a significant positive correlation.In view of this, our country should constantly strengthen the protection of intellectual property rights, reduce the burden of enterprises brought by government regulation, promote the perfection of corporate governance structure of all kinds of enterprises, and take active measures to effectively enhance the moral level of enterprises.In order to enhance our country's strength of scientific and technological innovation.
