【摘要】：隨著經(jīng)濟的不斷發(fā)展,各個產(chǎn)業(yè)對于產(chǎn)品創(chuàng)新、生產(chǎn)技術以及管理水平的要求越來越高,高新技術產(chǎn)業(yè)是生產(chǎn)研究開發(fā)高新技術產(chǎn)品的企業(yè)聚集而成的產(chǎn)業(yè),體現(xiàn)了科技創(chuàng)新和產(chǎn)業(yè)發(fā)展的統(tǒng)一。因此高新技術產(chǎn)業(yè)逐漸成為國家的支柱產(chǎn)業(yè),甚至成為衡量一個國家整體經(jīng)濟水平和綜合國力的重要指標。特別是在知識經(jīng)濟時代,隨著世界經(jīng)濟一體化的進程,各國經(jīng)濟發(fā)展的關鍵在于人才、技術和知識創(chuàng)新等方面的競爭,各國也將發(fā)展高新技術、搶占科技制高點作為參與國際競爭的重要手段,因此大力發(fā)展高新技術產(chǎn)業(yè)已經(jīng)成為各國經(jīng)濟發(fā)展的重點。當前正處于我國經(jīng)濟發(fā)展方式轉(zhuǎn)型的重要時期,高新技術產(chǎn)業(yè)作為高技術與高創(chuàng)新并存的產(chǎn)業(yè),該產(chǎn)業(yè)的迅速發(fā)展不僅可以通過產(chǎn)業(yè)關聯(lián)效應帶動其他產(chǎn)業(yè)的發(fā)展,而且可以通過大量的技術外溢和創(chuàng)新實現(xiàn)產(chǎn)業(yè)結構的升級,從而提高我國的經(jīng)濟發(fā)展的整體實力。安徽位于我國的中部地帶,自古以來就是一個以農(nóng)業(yè)為主的大省,因此城市工業(yè)化程度較低,特別是高新產(chǎn)業(yè)的發(fā)展基礎較差,自主知識產(chǎn)權相對較少。在這種情況下,研究高新技術產(chǎn)業(yè)對安徽省經(jīng)濟增長的貢獻程度,探索經(jīng)濟發(fā)展方式的轉(zhuǎn)變,實現(xiàn)產(chǎn)業(yè)結構的優(yōu)化、走可持續(xù)發(fā)展的新型工業(yè)化道路是十分必要的。如何讓安徽省高新技術產(chǎn)業(yè)更快更好的發(fā)展,是安徽省在“十二五”期間面臨的一個重要任務。本文以安徽省的高新技術產(chǎn)業(yè)為研究樣本,首先介紹了選題的背景、目的、意義和相關國內(nèi)外的研究綜述,其次詳細的闡述了高新技術產(chǎn)業(yè)和經(jīng)濟增長的相關理論,接著論述了安徽省高新技術產(chǎn)業(yè)的發(fā)展現(xiàn)狀。最后我們以安徽省2007年至2012年的科技統(tǒng)計公報、安徽省統(tǒng)計年鑒等數(shù)據(jù),構建一個截面為16個城市,時間為2006-2011年份的面板數(shù)據(jù),選擇了工業(yè)增加值、高新企業(yè)數(shù)、專利申請數(shù)量和RD人員、RD內(nèi)部經(jīng)費、政府科技支出六個指標,從創(chuàng)新和科技投入兩個角度出發(fā),通過面板數(shù)據(jù)的單位根檢驗、協(xié)整關系檢驗和F檢驗等一系列的判斷方法,分別構建了兩個固定效應的變系數(shù)模型。通過模型的計量分析,結果表明工業(yè)增加值、高新企業(yè)數(shù)、專利申請數(shù)量、RD人員、RD內(nèi)部經(jīng)費、政府科技支出與經(jīng)濟增長都存在著明顯的正相關關系,并且這種關系具有長期穩(wěn)定性,這說明高新技術產(chǎn)業(yè)確實對經(jīng)濟的發(fā)展具有很強的支持作用。最后根據(jù)我們的研究結論,結合安徽省的發(fā)展現(xiàn)狀,提出了通過提高高新技術產(chǎn)業(yè)產(chǎn)品價值；注重高新技術產(chǎn)業(yè)的產(chǎn)業(yè)集聚效應；鼓勵專利申請和技術創(chuàng)新；加大人才培養(yǎng),提高研發(fā)人員數(shù)；完善高新技術企業(yè)RD的財力資源體系；保持合理適當?shù)恼萍贾С龅日叽胧?推動安徽省高新技術產(chǎn)業(yè)的健康和穩(wěn)定發(fā)展。
[Abstract]:With the continuous development of economy, the requirements of each industry for product innovation, production technology and management level are higher and higher. High-tech industry is an industry gathered by enterprises producing, researching and developing high-tech products.It reflects the unity of scientific and technological innovation and industrial development.Therefore, high-tech industry has gradually become a pillar industry of a country, and even an important indicator to measure the overall economic level and comprehensive national strength of a country.Especially in the era of knowledge economy, with the process of economic integration in the world, the key to the economic development of various countries lies in the competition of talents, technology and knowledge innovation, and countries will also develop high and new technologies.As an important means to participate in international competition, seizing the commanding heights of science and technology has become the focal point of the economic development of various countries.At present, China is in an important period of economic development mode transformation. High-tech industry, as an industry with high technology and high innovation, can not only promote the development of other industries through industrial linkage effect, but also develop rapidly.Moreover, the upgrading of industrial structure can be realized through a large amount of technological spillover and innovation, thus improving the overall strength of China's economic development.Anhui is located in the central part of our country. Since ancient times, Anhui is a big province which is based on agriculture, so the degree of urban industrialization is relatively low, especially the development foundation of high-tech industry is poor, and the independent intellectual property rights are relatively less.In this case, it is very necessary to study the contribution of high-tech industry to the economic growth of Anhui Province, to explore the transformation of economic development mode, to realize the optimization of industrial structure and to take the new industrialization road of sustainable development.How to make the high-tech industry of Anhui Province develop faster and better is an important task that Anhui faces during the 12th Five-Year Plan period.Taking the high-tech industry of Anhui Province as the research sample, this paper first introduces the background, purpose, significance and related domestic and foreign research review of the topic, and then elaborates the related theories of high-tech industry and economic growth in detail.Then it discusses the development of high-tech industry in Anhui Province.Finally, with the data of Anhui Province Science and Technology Statistics Bulletin from 2007 to 2012, Anhui Statistical Yearbook and other data, we construct a panel data of 16 cities with a time of 2006-2011, and select the number of industrial added value, high-tech enterprises, etc.The number of patent applications and R & D personnel's internal R D funds, six indicators of government expenditure on science and technology, from two angles of innovation and scientific and technological input, through a series of judgment methods such as unit root test of panel data, cointegration relationship test and F test, etc.Two variable coefficient models of fixed effects are constructed respectively.Through the econometric analysis of the model, the results show that the industrial added value, the number of high-tech enterprises, the number of patent applications and the internal funds of Rd personnel, the government expenditure on science and technology and the economic growth all have obvious positive correlation.And this relationship has long-term stability, which shows that high-tech industry does have a strong support for economic development.Finally, according to our research conclusions, combined with the development situation of Anhui Province, this paper puts forward that by improving the value of high-tech industry products, paying attention to the industrial agglomeration effect of high-tech industries, encouraging patent applications and technological innovation, and increasing talent training,Improving the number of R & D personnel, perfecting the R & D financial resource system of high-tech enterprises, maintaining reasonable and appropriate government expenditure on science and technology and other policies and measures to promote the healthy and stable development of high-tech industry in Anhui Province.
