【摘要】：知識產(chǎn)權(quán)審查評議是優(yōu)化科技計(jì)劃項(xiàng)目知識產(chǎn)權(quán)布局、提升成果知識產(chǎn)權(quán)質(zhì)量和改善知識產(chǎn)權(quán)運(yùn)用的有效途徑。建立財(cái)政支持重大科技項(xiàng)目的知識產(chǎn)權(quán)審查評議機(jī)制是發(fā)達(dá)國家的普遍做法。針對我國科技計(jì)劃管理實(shí)踐中仍然存在知識產(chǎn)權(quán)審查評議的目標(biāo)和用途不明確、職責(zé)不明確、審查評議工作本身風(fēng)險(xiǎn)和相關(guān)服務(wù)能力弱等問題,提出四方面建議。
[Abstract]:Intellectual property review and evaluation is to optimize the distribution of intellectual property rights in science and technology projects, It is a common practice in developed countries to establish an intellectual property review and evaluation mechanism that supports major scientific and technological projects financially. In practice, there is still a lack of clarity on the objectives and uses of IPR review and evaluation, The responsibility is not clear, the review work itself risk and the related service ability weak and so on the question, puts forward the four aspects suggestion.
