【摘要】：協(xié)同創(chuàng)新,是在創(chuàng)新過程引入?yún)f(xié)同的思想,創(chuàng)新要素在創(chuàng)新過程中發(fā)揮各自作用,在提升自身效率的基礎上,依托機制性互動,提升生產(chǎn)與收益的效率,從而增加價值和創(chuàng)造的過程。2011年,胡錦濤總書記在清華大學建校100周年大會上的講話中指出,鼓勵高校同科研機構(gòu)、企業(yè)建立協(xié)同創(chuàng)新的戰(zhàn)略聯(lián)盟,提升自主創(chuàng)新能力,為建設創(chuàng)新型國家做出貢獻。2012年,教育部"2011計劃”正式啟動實施。本文所研究的產(chǎn)學研協(xié)同創(chuàng)新,是指企業(yè)、高校、科研機構(gòu),圍繞共同的目標,以人員、資源、技術、管理等協(xié)同為基礎,通過深度合作,實現(xiàn)各參與主體價值的共同增值。高校、企業(yè)、科研機構(gòu)在開展協(xié)同創(chuàng)新的過程中,存在大量的信息需求,如何以高質(zhì)量的信息服務,確保協(xié)同創(chuàng)新富有成效,是擺在廣大信息工作者面前的一項重要課題。論文以產(chǎn)學研協(xié)同創(chuàng)新中的信息保障為主線,綜合了創(chuàng)新理論、協(xié)同理論、信息與知識管理理論、用戶行為與心理理論等,研究了產(chǎn)學研協(xié)同創(chuàng)新的環(huán)境與基礎,產(chǎn)學研協(xié)同創(chuàng)新中的信息需求與信息獲取,面向協(xié)同創(chuàng)新需求的產(chǎn)學研創(chuàng)新信息保障體系構(gòu)建等內(nèi)容,構(gòu)建了產(chǎn)學研協(xié)同創(chuàng)新信息保障平臺模型,并對武漢藥物與疫苗技術協(xié)同創(chuàng)新中心信息保障案例進行了分析,豐富了基于產(chǎn)學研協(xié)同創(chuàng)新視角的信息管理與服務理論。 全文約15萬字,共分為7個部分,各部分的主要內(nèi)容如下： 第1部分探討了選題的背景和研究意義。產(chǎn)學研協(xié)同創(chuàng)新是創(chuàng)新型國家建設的內(nèi)在要求,在協(xié)同的過程中需要高質(zhì)量的信息資源與服務保障。論文對國內(nèi)外產(chǎn)學研協(xié)同創(chuàng)新及其信息保障研究進行了綜述,總結(jié)了研究中的不足。論文以協(xié)同的視角,通過文獻調(diào)查法、系統(tǒng)分析法、案例分析法等方法,研究產(chǎn)學研協(xié)同創(chuàng)新中的信息需求特征與內(nèi)容,信息保障體系的構(gòu)建問題,并提出了產(chǎn)學研協(xié)同系統(tǒng)內(nèi)外部相結(jié)合的多層次一體化信息保障平臺模型。 第2部分研究了產(chǎn)學研協(xié)同創(chuàng)新的環(huán)境與基礎。一是探討了產(chǎn)學研協(xié)同創(chuàng)新與協(xié)同環(huán)境影響,包括產(chǎn)學研協(xié)同創(chuàng)新的相關的概念、產(chǎn)學研協(xié)同創(chuàng)新的理論基礎、產(chǎn)學研協(xié)同創(chuàng)新的內(nèi)涵與要求、產(chǎn)學研協(xié)同創(chuàng)新中的創(chuàng)新主體等；二是探討了產(chǎn)學研協(xié)同創(chuàng)新與環(huán)境的互動,包括產(chǎn)學研協(xié)同創(chuàng)新的推動力、所需要的社會環(huán)境、政策環(huán)境等：最后探討了產(chǎn)學研協(xié)同創(chuàng)新中的信息流與知識轉(zhuǎn)移,包括創(chuàng)新主體間的管理信息流、以協(xié)同為主線的業(yè)務信息流以及協(xié)同過程中的知識轉(zhuǎn)移問題。 第3部分研究了產(chǎn)學研協(xié)同創(chuàng)新中的信息需求與信息獲取問題。一是探討了產(chǎn)學研協(xié)同創(chuàng)新活動中的信息需求類型與結(jié)構(gòu),包括管理創(chuàng)新、知識創(chuàng)新、技術創(chuàng)新、知識產(chǎn)權管理中的信息需求；二是研究了信息需求的特征與影響因素,包括信息需求的類型與構(gòu)成,信息需求影響因素,信息需求的特點等；三是探討了信息需求的滿足與實現(xiàn),包括信息需求障礙,信息需求保障中存在的問題,信息需求的實現(xiàn)等；四是研究了產(chǎn)學研協(xié)同創(chuàng)新中的信息獲取及其障礙問題,包括信息來源,信息獲取的途徑與方式,信息獲取中存在的主要問題等。為開展面向產(chǎn)學研協(xié)同創(chuàng)新的信息保障工作提供了研究基礎。 第4部分研究了面向協(xié)同創(chuàng)新需求的產(chǎn)學研創(chuàng)新信息保障體系構(gòu)建問題。首先探討了產(chǎn)學研協(xié)同創(chuàng)新內(nèi)部信息保障系統(tǒng)建設,包括內(nèi)部信息保障系統(tǒng)的組成、特點與功能、工作的組織與推進等；其次探討了面向協(xié)同創(chuàng)新需求的社會化信息保障系統(tǒng)建設,包括信息服務機構(gòu)的信息保障,科技中介機構(gòu)、咨詢公司的信息保障,以及行業(yè)部門的信息保障等；最后探討了多層次一體化產(chǎn)學研協(xié)同創(chuàng)新信息保障體系的構(gòu)建,包括體系構(gòu)建的目標和要求、體系構(gòu)建的核心要素以及體系的層次結(jié)構(gòu)與功能等。 第5部分研究了產(chǎn)學研協(xié)同創(chuàng)新信息保障平臺的建設與管理問題。一是研究了產(chǎn)學研協(xié)同創(chuàng)新信息保障平臺建設思路,包括平臺規(guī)劃目標、構(gòu)建原則以及規(guī)劃的實施等；二是探討了平臺的技術支撐,包括大數(shù)據(jù)時代的信息存儲與信息組織技術、基于知識網(wǎng)格的信息網(wǎng)絡技術、智能化與個性化的信息服務技術等；三是重點探討了產(chǎn)學研協(xié)同創(chuàng)新信息保障平臺的構(gòu)建問題,提出了信息保障平臺的模型,并研究了平臺的拓撲結(jié)構(gòu)、總體架構(gòu)和功能；四是研究了產(chǎn)學研信息保障平臺的系統(tǒng)互操作問題,平臺的資源整合問題,包括基于云計算的信息資源整合、SoA信息資源整合技術等；最后探討了產(chǎn)學研協(xié)同創(chuàng)新信息保障平臺的運行與管理等。 第6部分分析了武漢藥物與疫苗技術產(chǎn)學研協(xié)同創(chuàng)新信息保障案例。探討了該協(xié)同創(chuàng)新中心成立的背景；協(xié)同過程中的管理創(chuàng)新、技術創(chuàng)新、知識創(chuàng)新與知識產(chǎn)權管理等信息需求,并探討了該中心面向產(chǎn)學研協(xié)同的信息保障平臺建設中的探索與實踐；最后總結(jié)了該協(xié)同創(chuàng)新中心在信息保障工作中的經(jīng)驗與存在的不足。 第7部分對全文研究內(nèi)容進行了總結(jié)和展望。

The first part discusses the background and significance of research.
