【摘要】：近年來霧霾天氣給人們的生產(chǎn)與生活帶來越來越嚴(yán)重的影響,如何防治霧霾污染成為我國現(xiàn)階段環(huán)境保護(hù)工作的一項(xiàng)重要任務(wù)。目前我國支持霧霾防治技術(shù)創(chuàng)新的政策存在財(cái)政支持不足,稅收優(yōu)惠缺乏有效激勵(lì),投融資主體單一,技術(shù)人才創(chuàng)新機(jī)制尚未建立,公共服務(wù)政策對(duì)技術(shù)創(chuàng)新的推動(dòng)力不強(qiáng),技術(shù)創(chuàng)新基礎(chǔ)能力薄弱,自主知識(shí)產(chǎn)權(quán)技術(shù)太少,支持技術(shù)創(chuàng)新政策過程體系不健全等問題;在借鑒發(fā)達(dá)國家支持霧霾防治技術(shù)創(chuàng)新政策成功經(jīng)驗(yàn)和主要做法的基礎(chǔ)上,我國給出了加大財(cái)政支持,強(qiáng)化稅收激勵(lì),通過優(yōu)化綠色金融支持技術(shù)創(chuàng)新項(xiàng)目的投資,完善科技人才培養(yǎng)與激勵(lì)政策體系,扶持技術(shù)創(chuàng)新服務(wù)機(jī)構(gòu),強(qiáng)化技術(shù)研發(fā)的引導(dǎo)與支持,提升技術(shù)競爭力,建立健全支持技術(shù)創(chuàng)新政策過程體系等完善支持霧霾防治技術(shù)創(chuàng)新的政策措施。
[Abstract]:In recent years, the weather of haze has brought more and more serious effects to the production and life of people. How to prevent and control haze pollution has become an important task of environmental protection in our country at present. At present, the policy of supporting haze prevention and control technology innovation in our country has insufficient financial support, lack of effective incentive for tax preference, and single investment and financing body. The innovation mechanism of technical talents has not been established, the driving force of public service policy to technological innovation is not strong, the basic ability of technological innovation is weak, the independent intellectual property technology is too few, and the process system of supporting technological innovation policy is not perfect. On the basis of the successful experiences and main methods of the developed countries supporting the haze prevention and control technology innovation policy, our country has given out to increase the financial support, to strengthen the tax incentive, to support the investment of the technological innovation project by optimizing the green finance. To improve the policy system for the training and encouragement of scientific and technological personnel, to support the service institutions of technological innovation, to strengthen the guidance and support of technological research and development, and to enhance the technological competitiveness, Establish and perfect the policy process system of supporting technological innovation and other policies and measures to support haze to prevent and cure technological innovation.
