【摘要】：高新技術(shù)產(chǎn)業(yè)的發(fā)展決定著區(qū)域經(jīng)濟(jì)發(fā)展的水平和進(jìn)程，企業(yè)技術(shù)創(chuàng)新服務(wù)體系作為民營(yíng)企業(yè)發(fā)展的助推器，對(duì)于河北省民營(yíng)企業(yè)的發(fā)展、技術(shù)創(chuàng)新的進(jìn)程、高新產(chǎn)業(yè)發(fā)展戰(zhàn)略的實(shí)施以及經(jīng)濟(jì)的二次騰飛意義重大。本文主要以國(guó)家創(chuàng)新體系理論、交易理論、技術(shù)創(chuàng)新的外部理論為依托，立足于河北省民營(yíng)企業(yè)技術(shù)創(chuàng)新服務(wù)體系發(fā)展的現(xiàn)狀和特點(diǎn)，在與全國(guó)其他地區(qū)科技體系組織發(fā)展比較之后，，對(duì)其發(fā)展的水平進(jìn)行了初步的衡量和檢測(cè)，得出了河北省企業(yè)技術(shù)創(chuàng)新服務(wù)體系發(fā)展過程所面臨的現(xiàn)實(shí)障礙和瓶頸制約。 其次，通過理論邏輯推理，提出了河北省構(gòu)建和完善民營(yíng)企業(yè)技術(shù)創(chuàng)新服務(wù)體系的意義和必要性。針對(duì)河北省民營(yíng)企業(yè)技術(shù)創(chuàng)新服務(wù)體系的發(fā)展癥結(jié)和特點(diǎn)，提出了河北省民營(yíng)企業(yè)技術(shù)創(chuàng)新服務(wù)體系的初步發(fā)展目標(biāo)和原則，以及技術(shù)創(chuàng)新服務(wù)平臺(tái)建設(shè)的最優(yōu)模式選擇。最后，提出了必須建立網(wǎng)絡(luò)化信息資源共享平臺(tái)、完善人力資源管理機(jī)制、提高服務(wù)中介的服務(wù)水平和服務(wù)質(zhì)量以及培育孵化組織核心能力，推進(jìn)知識(shí)產(chǎn)權(quán)戰(zhàn)略等政策管理措施，以保障河北省民營(yíng)企業(yè)技術(shù)創(chuàng)新服務(wù)體系的建設(shè)有一個(gè)良好的內(nèi)外部發(fā)展環(huán)境。
[Abstract]:The development of high-tech industry determines the level and process of regional economic development. As a booster for the development of private enterprises, the service system of enterprise technological innovation is the process of technological innovation for the development of private enterprises in Hebei Province. The implementation of the high-tech industry development strategy and the second economic take-off are of great significance. This paper is mainly based on the theory of national innovation system, the theory of transaction, and the external theory of technological innovation. Based on the present situation and characteristics of the technological innovation service system of private enterprises in Hebei Province, after comparing with the development of science and technology system organizations in other regions of the country, the level of its development is preliminarily measured and tested. The practical obstacles and bottlenecks in the development process of enterprise technological innovation service system in Hebei Province are obtained. Secondly, the significance and necessity of constructing and perfecting the technical innovation service system of private enterprises in Hebei Province are put forward through theoretical logic reasoning, aiming at the crux and characteristics of the development of technological innovation service system of private enterprises in Hebei Province. This paper puts forward the primary development goals and principles of the technological innovation service system of private enterprises in Hebei Province, and the optimal mode choice for the construction of the technological innovation service platform. Finally, it puts forward the necessity of establishing a network information resource sharing platform. Improve the human resources management mechanism, improve the service level and service quality of the service intermediary, cultivate the core competence of incubating organizations, promote the intellectual property strategy and other policy management measures, In order to ensure the construction of technical innovation service system of private enterprises in Hebei Province, there is a good internal and external development environment.
