【摘要】：21世紀(jì)的競爭是科技和人才的競爭，技術(shù)創(chuàng)新在推動(dòng)國際貿(mào)易發(fā)展中扮演者越來越重要的角色。在出口貿(mào)易中，誰的工業(yè)制成品出口比重高，誰的高科技產(chǎn)品所占比重大，誰就能在日趨激烈的貿(mào)易競爭中占據(jù)優(yōu)勢地位。2011年山東省出口貿(mào)易總高達(dá)1257.9億美元，取得了快速發(fā)展的巨大成就。但是，我們也不能忽視的是山東省大多數(shù)出口商品技術(shù)含量低、競爭力弱，對資源和環(huán)境的考驗(yàn)大，這些都嚴(yán)重束縛了出口貿(mào)易的進(jìn)一步發(fā)展，出口商品結(jié)構(gòu)的優(yōu)化勢在必行。 本文將從技術(shù)創(chuàng)新的角度著手，結(jié)合出口貿(mào)易的相關(guān)理論，在總結(jié)前人研究的基礎(chǔ)上，對出口商品結(jié)構(gòu)和技術(shù)創(chuàng)新的概念以及衡量指標(biāo)給予界定，以山東省統(tǒng)計(jì)年鑒和山東省統(tǒng)計(jì)信息網(wǎng)對外公布的信息為數(shù)據(jù)來源，對山東省技術(shù)創(chuàng)新的發(fā)展現(xiàn)狀和出口商品結(jié)構(gòu)的變動(dòng)給予研究。同時(shí)，借助大量的圖表、數(shù)據(jù)分析了出口貿(mào)易商品結(jié)構(gòu)的變動(dòng)趨勢以及現(xiàn)階段山東省技術(shù)創(chuàng)新的投入、產(chǎn)出狀況，還分析了技術(shù)創(chuàng)新和出口貿(mào)易相對量和絕對量的相關(guān)性；然后選擇最具技術(shù)代表性的高新技術(shù)行業(yè)的出口額為被解釋變量，運(yùn)用計(jì)量分析工具，從影響技術(shù)創(chuàng)新的三個(gè)方面：資金投入、人員投入、科技成果成交量為切入點(diǎn)，研究這三個(gè)解釋變量對高新技術(shù)行業(yè)出口變動(dòng)的影響程度，從而找出優(yōu)化山東省出口商品結(jié)構(gòu)的制約因素，為提出合理的政策建議給予理論支撐。 本文從實(shí)證分析所講的影響高新技術(shù)出口的最重要的兩個(gè)方面：科技人才和資金投入著手，提出了針對目前山東省技術(shù)創(chuàng)新問題的對策建議：首先，山東省應(yīng)該重視實(shí)施人才戰(zhàn)略，注重人才的激勵(lì)和積累，實(shí)現(xiàn)各主體的全面合作，增強(qiáng)企業(yè)的自主創(chuàng)新能力；同時(shí)注意多渠道加強(qiáng)資金投入，尤其是政府在政策、資金上的引導(dǎo)和支持，同時(shí)重視知識產(chǎn)權(quán)的保護(hù)，為科技創(chuàng)新營造良好的氛圍；最后，重視科技創(chuàng)新成果向現(xiàn)實(shí)生產(chǎn)力的轉(zhuǎn)化，加快中介結(jié)構(gòu)和技術(shù)市場建設(shè)，使企業(yè)成為科技成果轉(zhuǎn)化的主體，，這是科技能否帶動(dòng)經(jīng)濟(jì)發(fā)展的關(guān)鍵環(huán)節(jié)。這樣才能促進(jìn)山東省出口商品的結(jié)構(gòu)的優(yōu)化，進(jìn)一步增強(qiáng)出口商品的國際競爭力，實(shí)現(xiàn)經(jīng)濟(jì)的快速、持續(xù)、健康發(fā)展。
[Abstract]:In 21th century, the competition was between science and technology and talent, and technological innovation played an increasingly important role in promoting international trade. In 2011, the total export trade of Shandong Province reached 125.79 billion US dollars, which made great achievements in rapid development. What we can't ignore is that most export commodities in Shandong Province have low technology content, weak competitiveness and great test of resources and environment, which seriously constrain the further development of export trade, and the optimization of export commodity structure is imperative. In this paper, from the perspective of technological innovation, combined with the theory of export trade, on the basis of summarizing the previous studies, the concept of export commodity structure and technological innovation, as well as the measurement indicators, will be defined. Taking the statistical yearbook of Shandong Province and the information published by Shandong Statistical Information Network as data sources, this paper studies the current situation of technological innovation and the change of export commodity structure in Shandong Province. At the same time, with the help of a large number of charts, The data analyzes the changing trend of the commodity structure of export trade, the input and output of technological innovation in Shandong Province at the present stage, and the correlation between the relative quantity and absolute quantity of technological innovation and export trade. Then select the export volume of the most representative high-tech industry as the explained variable, and use the econometric analysis tools, from the three aspects that affect the technological innovation: capital input, personnel input, and the volume of scientific and technological achievements as the entry point. This paper studies the influence of these three explanatory variables on the export changes of high-tech industries, and finds out the restrictive factors to optimize the structure of export commodities in Shandong Province, and provides theoretical support for putting forward reasonable policy recommendations. Based on the empirical analysis of the two most important aspects of high-tech export: scientific and technological talents and capital investment, this paper puts forward the countermeasures and suggestions to solve the problems of technological innovation in Shandong Province at present: first of all, Shandong Province should attach importance to the implementation of the talent strategy, pay attention to the encouragement and accumulation of talents, realize the overall cooperation among all the main bodies, enhance the independent innovation ability of enterprises, and at the same time, pay attention to multi-channel and strengthen the investment of funds, especially the government's policy. Financial guidance and support, at the same time attaching importance to the protection of intellectual property rights, creating a good atmosphere for scientific and technological innovation; finally, attaching importance to the transformation of scientific and technological innovation achievements into actual productive forces, speeding up the construction of intermediary structures and technology markets, Making enterprises become the main body of the transformation of scientific and technological achievements is the key link of whether science and technology can promote economic development. Only in this way can we promote the optimization of the structure of Shandong's export commodities, further enhance the international competitiveness of export commodities, and realize the rapid economic development. Sustained and healthy development.
