【摘要】：改革開放以來，中國(guó)家電企業(yè)經(jīng)過三十多年的高速發(fā)展，取得了可喜的成績(jī)，國(guó)內(nèi)主要家電產(chǎn)品年產(chǎn)量一直居于全球首位，2012年出口產(chǎn)值突破510億美元，在36種家電產(chǎn)品中有29種家電產(chǎn)品產(chǎn)銷量，位居世界第一。但是，目前我國(guó)家電企業(yè)還沒有一家能躋身世界500強(qiáng)，與國(guó)際家電巨頭相比競(jìng)爭(zhēng)實(shí)力仍然比較薄弱。未來，我國(guó)家電業(yè)的在技術(shù)標(biāo)準(zhǔn)戰(zhàn)略等領(lǐng)域還面臨著諸多挑戰(zhàn)。 本文采取理論研究和實(shí)踐經(jīng)驗(yàn)相結(jié)合的研究方法，從技術(shù)標(biāo)準(zhǔn)的概念、分類、作用等基礎(chǔ)理論入手，通過分析技術(shù)標(biāo)準(zhǔn)戰(zhàn)略的國(guó)內(nèi)外研究現(xiàn)狀，深入分析了技術(shù)標(biāo)準(zhǔn)與知識(shí)產(chǎn)權(quán)、技術(shù)性貿(mào)易壁壘的密切關(guān)系，指出了只有實(shí)施技術(shù)標(biāo)準(zhǔn)戰(zhàn)略才能有效破除技術(shù)貿(mào)易壁壘，只有將技術(shù)標(biāo)準(zhǔn)與知識(shí)產(chǎn)權(quán)相結(jié)合才能實(shí)現(xiàn)效益的最大化。同時(shí)本文結(jié)合自身的工作經(jīng)歷，從宏觀和微觀的角度，分析出現(xiàn)階段中國(guó)家電企業(yè)在實(shí)施技術(shù)標(biāo)準(zhǔn)戰(zhàn)略中存在的具體問題，指出中國(guó)家電企業(yè)實(shí)施技術(shù)標(biāo)準(zhǔn)戰(zhàn)略的緊迫性。最后，本文從合現(xiàn)階段中國(guó)家電企業(yè)在實(shí)施技術(shù)標(biāo)準(zhǔn)戰(zhàn)略中存在的問題，從企業(yè)具體的操作層面，，提出了實(shí)施技術(shù)標(biāo)準(zhǔn)戰(zhàn)略的具體方案。實(shí)施方案分別從技術(shù)標(biāo)準(zhǔn)的實(shí)施初期、前期、實(shí)施過程和實(shí)施后四個(gè)方面進(jìn)行闡述，整個(gè)過程均要圍繞核心技術(shù)、技術(shù)標(biāo)準(zhǔn)和技術(shù)專利開展相應(yīng)工作。由于技術(shù)標(biāo)準(zhǔn)戰(zhàn)略的研究大多從政府層面、政策層面研究的較多，本文從家電企業(yè)關(guān)于技術(shù)標(biāo)準(zhǔn)戰(zhàn)略的具體實(shí)施層面進(jìn)行研究和闡述，希望以此為中國(guó)家電企業(yè)實(shí)施技術(shù)標(biāo)準(zhǔn)戰(zhàn)略提供了一些指引。
[Abstract]:Since the reform and opening up, China appliance enterprises after thirty years of rapid development, has made gratifying achievements, mainly domestic appliances annual output has been among the first in the world, in 2012 the export value exceeded $51 billion, in 36 kinds of home appliances in the sales of 29 kinds of household electrical appliances, ranked first in the world. But at present, China's household electrical appliance enterprises also no one among the world's top 500, compared with the international home appliance giant competition strength is still relatively weak. The future of China's household electrical appliance industry in the field of technical standard strategy is also facing many challenges.
This paper adopts the research methods of theoretical research and practical experience combined with the classification from the concept of technical standards, with the role of basic theory, through the analysis of strategy of technological standards in domestic and foreign research status, in-depth analysis of the technical standards and intellectual property rights, related technical barriers to trade, it is pointed out that only the implementation of technical standards strategy in order to get rid of technical barriers to trade effectively, only the maximization of technical standards and intellectual property to achieve a combination of benefits. At the same time, combined with their own work experience, from the macro and micro perspective, analyzes existing problems in the implementation of technical standards strategy in the present stage Chinese household electrical appliance enterprises, points out the urgency of the implementation of technical standards strategy China household electrical appliance enterprises. Finally, this paper in the present stage Chinese household appliance enterprises in the implementation of technical standards strategy problems from the specific enterprise operation layer Face, put forward a concrete plan of the implementation of technical standards strategy. The implementation of the program were from the initial stage of the implementation of technical standards of prophase, the implementation process and after the implementation of the four aspects, the whole process should focus on core technology, technical standards and patent technology to carry out related work. By the research on technical standards strategy, mostly from the government level, study on the policy level more, from the household electrical appliance enterprises in the specific implementation on the technical standard strategy for research and elaboration, hope to provide some guidelines for China household electrical appliance enterprises to implement the technical standard strategy.
