互聯(lián)網(wǎng)產(chǎn)業(yè)創(chuàng)新系統(tǒng)及其效率評價研究

【摘要】:互聯(lián)網(wǎng)作為20世紀(jì)人類最偉大的發(fā)明之一,正成為信息時代極為重要的戰(zhàn)略基礎(chǔ)設(shè)施,深刻地影響和改變著社會生產(chǎn)方式和人們生活方式。近年來,互聯(lián)網(wǎng)產(chǎn)業(yè)迅猛發(fā)展,技術(shù)創(chuàng)新和商業(yè)模式創(chuàng)新異;钴S,加速向傳統(tǒng)產(chǎn)業(yè)滲透,衍生出一系列新模式新業(yè)態(tài),成為新的經(jīng)濟(jì)增長點。與傳統(tǒng)產(chǎn)業(yè)相比,互聯(lián)網(wǎng)產(chǎn)業(yè)創(chuàng)新更加活躍,滲透作用更加突出,創(chuàng)新效率更高,呈現(xiàn)出許多新特征。本論文采用理論與實踐、定性與定量、實證與規(guī)范相結(jié)合的方式,分析了互聯(lián)網(wǎng)產(chǎn)業(yè)創(chuàng)新系統(tǒng)的構(gòu)成及運行機(jī)制,分析了其動力學(xué)機(jī)理,實際測度和評價了互聯(lián)網(wǎng)產(chǎn)業(yè)創(chuàng)新系統(tǒng)效率,提出了政策建議。論文的主要內(nèi)容共分為四個部分: 1.綜述了國內(nèi)外關(guān)于創(chuàng)新系統(tǒng)、產(chǎn)業(yè)創(chuàng)新系統(tǒng)和互聯(lián)網(wǎng)產(chǎn)業(yè)創(chuàng)新系統(tǒng)等領(lǐng)域的相關(guān)研究進(jìn)展情況,介紹了復(fù)雜性科學(xué)、系統(tǒng)動力學(xué)、效率理論和灰色系統(tǒng)理論及相關(guān)分析評價方法,并總結(jié)了這些理論和方法在研究創(chuàng)新問題中的應(yīng)用,為本論文的研究奠定了理論和方法論基礎(chǔ)。 2.界定了互聯(lián)網(wǎng)產(chǎn)業(yè)、產(chǎn)業(yè)創(chuàng)新系統(tǒng)和互聯(lián)網(wǎng)產(chǎn)業(yè)創(chuàng)新系統(tǒng)的概念,建立了互聯(lián)網(wǎng)產(chǎn)業(yè)創(chuàng)新系統(tǒng)的五要素構(gòu)成模型,概括了互聯(lián)網(wǎng)產(chǎn)業(yè)創(chuàng)新系統(tǒng)區(qū)別于傳統(tǒng)產(chǎn)業(yè)的四大特征。指出了在該系統(tǒng)中,市場需求、企業(yè)家精神和產(chǎn)業(yè)政策是三大創(chuàng)新動力;互聯(lián)網(wǎng)企業(yè)、科研院校、金融機(jī)構(gòu)、中介組織和各級政府是五類創(chuàng)新主體;技術(shù)創(chuàng)新、產(chǎn)品及服務(wù)創(chuàng)新、組織創(chuàng)新和商業(yè)模式創(chuàng)新是四項創(chuàng)新內(nèi)容;寬帶網(wǎng)絡(luò)、科研設(shè)施等硬條件,與體制機(jī)制、文化等軟環(huán)境共同構(gòu)成創(chuàng)新環(huán)境;創(chuàng)新資源配置、創(chuàng)新活動組織、創(chuàng)新成果擴(kuò)散和行為者協(xié)同是保障整個創(chuàng)新系統(tǒng)能否正常運行的四個機(jī)制。 3.分析了互聯(lián)網(wǎng)產(chǎn)業(yè)創(chuàng)新系統(tǒng)的復(fù)雜性,構(gòu)建了互聯(lián)網(wǎng)產(chǎn)業(yè)創(chuàng)新系統(tǒng)動力學(xué)模型,建立了系統(tǒng)的因果關(guān)系圖和系統(tǒng)流程圖,并對互聯(lián)網(wǎng)產(chǎn)業(yè)創(chuàng)新系統(tǒng)進(jìn)行了實證分析。從系統(tǒng)仿真結(jié)果看,金融政策的調(diào)整對互聯(lián)網(wǎng)產(chǎn)業(yè)呈現(xiàn)明顯的同向影響,國家應(yīng)該鼓勵金融機(jī)構(gòu)向企業(yè)研發(fā)投入傾斜,金融政策應(yīng)更好地服務(wù)于互聯(lián)網(wǎng)產(chǎn)業(yè)創(chuàng)新;人才政策對當(dāng)前一個時期互聯(lián)網(wǎng)產(chǎn)業(yè)創(chuàng)新的影響相對較為微弱,這也反映出我國研究人員結(jié)構(gòu)不夠合理,研發(fā)經(jīng)費支出難以滿足創(chuàng)新需求。 4.運用DEA方法評價了互聯(lián)網(wǎng)產(chǎn)業(yè)創(chuàng)新系統(tǒng)效率。通過與15個傳統(tǒng)產(chǎn)業(yè)進(jìn)行量化對比分析,可以看出,無論是基于行業(yè)視角還是板塊視角,互聯(lián)網(wǎng)產(chǎn)業(yè)創(chuàng)新系統(tǒng)效率都明顯高于傳統(tǒng)制造業(yè)。通過中美互聯(lián)網(wǎng)產(chǎn)業(yè)創(chuàng)新系統(tǒng)效率的量化對比分析可以看出,我國互聯(lián)網(wǎng)產(chǎn)業(yè)創(chuàng)新系統(tǒng)效率波動相對較大,表明基于自主創(chuàng)新的內(nèi)生增長動力機(jī)制尚未完全形成;同時,美國互聯(lián)網(wǎng)產(chǎn)業(yè)創(chuàng)新系統(tǒng)效率增長主要由技術(shù)進(jìn)步和技術(shù)效率交替驅(qū)動,這啟示我們推進(jìn)互聯(lián)網(wǎng)產(chǎn)業(yè)創(chuàng)新發(fā)展,既要注重技術(shù)引進(jìn)、消化和吸收,也要注重管理水平的提高。 5.提出了提高互聯(lián)網(wǎng)治理水平,完善以企業(yè)為核心的多主體協(xié)同的互聯(lián)網(wǎng)產(chǎn)業(yè)創(chuàng)新體系,強(qiáng)化知識產(chǎn)權(quán)運用和保護(hù),構(gòu)建基于自主創(chuàng)新的內(nèi)生增長機(jī)制,完善政策支持體系等五條政策措施建議。 這些研究和結(jié)論不僅有利于促進(jìn)互聯(lián)網(wǎng)產(chǎn)業(yè)的創(chuàng)新發(fā)展,也為探索研究相關(guān)產(chǎn)業(yè)領(lǐng)域創(chuàng)新發(fā)展提供了新的思路和方法。
[Abstract]:In twentieth Century the Internet as one of the greatest inventions of mankind, the information age is becoming extremely important strategic infrastructure, deeply affected and changed the way of production and life style of the people. In recent years, the rapid development of the Internet industry, technology innovation and business model innovation is very active, to accelerate the penetration of traditional industries, spawned a series of new model of new formats, become the new economic growth point. Compared with the traditional industries, the Internet industry innovation more active, penetration is more prominent, innovation efficiency is higher, showing a lot of new features. This thesis adopts the theory and practice, qualitative and quantitative, empirical and normative methods, analyzes the structure and operation mechanism of Internet the industrial innovation system, analyzes its dynamic mechanism, the actual measure and evaluate the efficiency of the Internet industry innovation system, puts forward some policy suggestions. The main contents of this paper It is divided into four parts:
1. the research on the innovation system, the progress of related research in the field of industrial innovation system and the Internet industry innovation system, introduces the science of complexity, system dynamics, efficiency theory and grey system theory and related analysis and evaluation methods, and summarizes the application of these theories and methods in the research on the innovation of the research for this paper lay a theoretical and methodological basis.
2. definition of the Internet industry, the concept of industrial innovation system and the Internet industry innovation system, established the five elements of the Internet industry innovation system model, summarizes the four characteristics of the Internet industry innovation system different from traditional industry. It is pointed out that in this system, market demand, entrepreneurship and innovation is the three largest industrial policy power; Internet companies, research institutions, financial institutions, intermediary organizations and governments at all levels are five kinds of innovation; technological innovation, product and service innovation, organization innovation and business model innovation is the four innovative contents; broadband networks, research facilities and other hard conditions, and institutional mechanisms, cultural soft environment constitute the innovation environment innovation; resource allocation, organization innovation, innovation diffusion and collaboration is the four actors mechanism to ensure whether the normal operation of the whole innovation system.
3. analysis of the complexity of the Internet industry innovation system, constructs dynamic Internet industry innovation system model, established a system of causality diagram and flow chart of the system, and the Internet industry innovation system is analyzed. The simulation results from the system, the adjustment of financial policies to present the same effect on the Internet industry, the state should encourage financial institutions to corporate R & D investment tilt, financial policy should better serve the Internet industry innovation; talent policy influence on the innovation of the Internet industry in a period of relatively weak, which reflects the structure of personnel in our country is not reasonable, it is difficult to meet the needs of innovative R & D expenditures.
4. using DEA to evaluate the efficiency of the Internet industry innovation system. Through quantitative analysis, and 15 traditional industries can be seen, whether it is from the perspective of industry or sector based on the perspective of the efficiency of the Internet industry innovation system are significantly higher than that of the traditional manufacturing industry. Through the quantitative comparison of the Internet industry innovation system efficiency analysis can be seen, the Internet industry the fluctuation of China's innovation system efficiency is relatively large, independent innovation endogenous growth mechanism has not yet fully formed at the same time, the United States based on Internet; industrial innovation system efficiency to growth driven by technological progress and technical efficiency alternately, it enlightens us to promote the innovation and development of Internet industry, should not only focus on technology introduction, digestion and absorption, but also to pay attention to the improvement of management level.
5., we proposed improving the level of Internet governance, improving the Internet innovation system with multi-agent collaboration at the core of the enterprise, strengthening the use and protection of intellectual property, building endogenous growth mechanism based on independent innovation, improving the policy support system and so on five policy measures and suggestions.
These studies and conclusions not only help to promote the innovation and development of the Internet industry, but also provide new ideas and methods for exploring and developing related industries.
