【摘要】：隨著科學(xué)技術(shù)的不斷進(jìn)步和網(wǎng)絡(luò)技術(shù)的迅速發(fā)展,進(jìn)入20世紀(jì)90年代后期,人類開始了全新的網(wǎng)絡(luò)技術(shù)經(jīng)濟(jì)時(shí)代,它的出現(xiàn)是信息技術(shù)發(fā)展的產(chǎn)物,也是科技進(jìn)步、人類文明進(jìn)步的表現(xiàn)；它的發(fā)展把人類推向一個(gè)必須自己選擇未來的“十字路口”。 一方面,對這一新技術(shù)善的使用,能給人類生活的方方面面帶來巨大的福利,推動人類文明的快速發(fā)展。另一方面,網(wǎng)絡(luò)社會是人類社會的延伸和拓展,然而,網(wǎng)絡(luò)技術(shù)就像一把“雙刃劍”,在給人類帶來天堂福音的同時(shí),也給人類帶來地獄的回響。網(wǎng)絡(luò)經(jīng)濟(jì)作為一種新經(jīng)濟(jì)除了對傳統(tǒng)經(jīng)濟(jì)產(chǎn)生強(qiáng)大沖擊外,自身也面臨許多倫理問題,諸如個(gè)人隱私、知識產(chǎn)權(quán)、信息安全、信息壟斷、網(wǎng)絡(luò)詐騙等。 本文就網(wǎng)絡(luò)經(jīng)濟(jì)價(jià)值二重性的倫理規(guī)制問題進(jìn)行研究,尤其對網(wǎng)絡(luò)經(jīng)濟(jì)負(fù)向價(jià)值,運(yùn)用技術(shù)、行政、法律等方法,特別是倫理方法予以引導(dǎo)和消解,提出了加強(qiáng)網(wǎng)絡(luò)經(jīng)濟(jì)活動中的倫理規(guī)范和相應(yīng)的對策。
[Abstract]:With the continuous progress of science and technology and the rapid development of network technology, in the late 1990s, mankind began a new era of network technology economy, its emergence is the product of the development of information technology, but also the progress of science and technology. The progress of human civilization; its development pushed mankind to a "crossroads" that must choose its own future. On the one hand, the good use of this new technology can bring enormous benefits to all aspects of human life and promote the rapid development of human civilization. On the other hand, the network society is the extension and expansion of human society, however, Network technology is like a "double-edged sword", which not only brings the gospel of heaven to mankind, but also brings the echo of hell to mankind. As a new economy, the network economy, besides having a strong impact on the traditional economy, also faces many ethical problems. Such as personal privacy, intellectual property rights, information security, information monopoly, network fraud and so on. This paper studies the ethical regulation of the duality of the value of network economy, especially the negative value of network economy, the use of technology, administration, law and other methods, especially ethical methods to guide and eliminate it. This paper puts forward the ethical norms and corresponding countermeasures to strengthen the network economic activities.
