【摘要】：政府與市場關(guān)系理論、技術(shù)創(chuàng)新理論、資源基礎(chǔ)理論及政府規(guī)制理論是政府支持中小企業(yè)創(chuàng)新的核心理論基礎(chǔ),各理論彼此聯(lián)系。政府支持中小企業(yè)創(chuàng)新的政策舉措重點包括財稅政策引導(dǎo)與創(chuàng)新環(huán)境營造兩大層面。當(dāng)前,政府支持中小企業(yè)創(chuàng)新的路徑應(yīng)圍繞政府自身職能轉(zhuǎn)變和簡政放權(quán)展開,具體應(yīng)根據(jù)企業(yè)發(fā)展?fàn)顩r,因地制宜地提供多層次直接性財稅政策引導(dǎo)服務(wù),同時輔以稅收抵減、政府采購為主的間接性財稅政策引導(dǎo)服務(wù),還要進一步發(fā)展和完善中小企業(yè)知識產(chǎn)權(quán)保護方面的法律法規(guī)并建立技術(shù)保障體系,以及強化對中小企業(yè)社會責(zé)任監(jiān)督方面的立法、執(zhí)法和過程監(jiān)管。
[Abstract]:The theory of the relationship between the government and the market, the theory of technological innovation, the theory of resource-based and the theory of government regulation are the core theoretical basis of the government to support the innovation of small and medium-sized enterprises. The government supports small and medium-sized enterprises innovation policy measures, including fiscal and tax policy guidance and innovation environment to create two levels. The path of government support for small and medium-sized enterprises innovation should revolve around the transformation of government's own functions and the simplification of government power, and it should provide multi-level direct fiscal and taxation policy guidance services according to the development of enterprises. At the same time, supplemented by tax deductions, government procurement mainly indirect fiscal and tax policy guidance services, but also to further develop and improve the intellectual property protection of small and medium-sized enterprises laws and regulations and establish a technical security system. And to strengthen the supervision of small and medium-sized enterprises in the area of social responsibility legislation, law enforcement and process supervision.
