【摘要】：2008年金融危機之后，全球經(jīng)濟社會處于調(diào)整和變革之中，各國都將科技創(chuàng)新與產(chǎn)業(yè)升級作為推動經(jīng)濟社會發(fā)展的突破口，全球經(jīng)濟正在進入新一輪的創(chuàng)新爆發(fā)和新興產(chǎn)業(yè)加速成長期。戰(zhàn)略性新興產(chǎn)業(yè)是引領(lǐng)未來經(jīng)濟社會發(fā)展的重要力量，承擔(dān)著轉(zhuǎn)變經(jīng)濟發(fā)展方式、探尋新經(jīng)濟增長點、促進產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級的重任，是要滿足社會需求和緩解資源環(huán)境壓力，能夠引領(lǐng)未來產(chǎn)業(yè)和技術(shù)發(fā)展方向，占領(lǐng)未來經(jīng)濟增長制高點，增強國家競爭力，并對經(jīng)濟社會發(fā)展具有戰(zhàn)略性意義的新興產(chǎn)業(yè)部門。所以說，培育和發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)，既是經(jīng)濟轉(zhuǎn)型的現(xiàn)實需要，，又是適應(yīng)未來發(fā)展趨勢的重大機遇。 加快培育和發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)，離不開資本市場的支持。資本市場（包含股票市場、債券市場、中長期銀行信貸和創(chuàng)業(yè)風(fēng)險投資）作為配置資源的核心平臺，在國民經(jīng)濟中發(fā)揮的作用日益提高，資本市場發(fā)展與經(jīng)濟增長相互支持，共同發(fā)展。資本市場發(fā)展支撐著中國不同時期的產(chǎn)業(yè)發(fā)展戰(zhàn)略，見證和推動著中國產(chǎn)業(yè)結(jié)構(gòu)的動態(tài)演化，銀行信貸市場、股票市場、債券市場和創(chuàng)業(yè)風(fēng)險投資，都各自發(fā)揮相應(yīng)功能和作用，促進了產(chǎn)業(yè)成長和經(jīng)濟增長。在我國轉(zhuǎn)變經(jīng)濟增長方式，培育和發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)，促進產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級的國家戰(zhàn)略中，資本市場是重要的外部動力，將在更大范圍、更深程度上發(fā)揮作用。 當(dāng)前，發(fā)展新興產(chǎn)業(yè)已逐漸成為各國經(jīng)濟復(fù)蘇的戰(zhàn)略選擇，美、英、日、德四國都確定了各自的新興產(chǎn)業(yè)，充分發(fā)揮多層次資本市場體系強大的功能，政策支持和市場機制相結(jié)合，大力發(fā)展創(chuàng)新引領(lǐng)的新興產(chǎn)業(yè)，在許多新興產(chǎn)業(yè)領(lǐng)域形成了強大的競爭力。中國戰(zhàn)略性新興產(chǎn)業(yè)大多處于創(chuàng)業(yè)早中期階段，具備一定的物質(zhì)和技術(shù)基礎(chǔ)，但自主創(chuàng)新能力不強，與資本市場的對接還存在不少問題，創(chuàng)業(yè)風(fēng)險投資、股票市場、銀行信貸和債券市場對戰(zhàn)略性新興產(chǎn)業(yè)成長的支持還遠遠不夠，研究怎樣更好地利用資本市場促進戰(zhàn)略性新興產(chǎn)業(yè)成長尤為重要和迫切。要實現(xiàn)戰(zhàn)略性新興產(chǎn)業(yè)成長為國民經(jīng)濟的支柱產(chǎn)業(yè)和先導(dǎo)產(chǎn)業(yè)，需要大量的資金投入，引入市場選擇的競爭機制，借助資本市場的功能和機制，引導(dǎo)和鼓勵社會資金投入，讓戰(zhàn)略性新興產(chǎn)業(yè)在全球范圍內(nèi)形成競爭力。創(chuàng)業(yè)風(fēng)險投資、股票市場、銀行信貸和債券市場在戰(zhàn)略性新興產(chǎn)業(yè)不同成長階段發(fā)揮作用的空間和大小不一，各有優(yōu)勢，促進戰(zhàn)略性新興產(chǎn)業(yè)技術(shù)創(chuàng)新演進和商業(yè)模式創(chuàng)新演進融為一體的綜合創(chuàng)新，從而最終促進戰(zhàn)略性新興產(chǎn)業(yè)的成長。 要為資本市場促進戰(zhàn)略性新興產(chǎn)業(yè)成長創(chuàng)造良好的政策環(huán)境和市場環(huán)境，可考慮大力發(fā)展創(chuàng)業(yè)風(fēng)險投資，建立和完善促進創(chuàng)業(yè)風(fēng)險投資行業(yè)健康發(fā)展的配套政策體系與監(jiān)管體系，擴大創(chuàng)業(yè)風(fēng)險投資對戰(zhàn)略性新興產(chǎn)業(yè)的投資規(guī)模；發(fā)揮多層次股票市場體系的融資功能和示范效應(yīng)，將社會資金由低效的產(chǎn)業(yè)部門向戰(zhàn)略性新興產(chǎn)業(yè)轉(zhuǎn)移；要引導(dǎo)銀行開展科技銀行業(yè)務(wù)或設(shè)立科技銀行，探索適應(yīng)戰(zhàn)略性新興產(chǎn)業(yè)特點的信貸創(chuàng)新，積極推進知識產(chǎn)權(quán)質(zhì)押融資、產(chǎn)業(yè)鏈融資等金融產(chǎn)品創(chuàng)新；大力發(fā)展債券市場，鼓勵有條件的企業(yè)發(fā)行公司債券進行融資，支持戰(zhàn)略性新興產(chǎn)業(yè)的可持續(xù)發(fā)展。 總之，資本市場是戰(zhàn)略性新興產(chǎn)業(yè)加速發(fā)展的外部動力，內(nèi)含技術(shù)創(chuàng)新和商業(yè)模式創(chuàng)新的綜合創(chuàng)新是戰(zhàn)略性新興產(chǎn)業(yè)成長的內(nèi)在核心動力。借助資本市場，融通社會資金，引入市場選擇機制，加快資本和創(chuàng)新的完美結(jié)合，推動戰(zhàn)略性新興產(chǎn)業(yè)技術(shù)演進和商業(yè)模式創(chuàng)新有效融合的綜合創(chuàng)新，促進戰(zhàn)略性新興產(chǎn)業(yè)的健康快速成長，成為中國搶占未來世界產(chǎn)業(yè)發(fā)展制高點的關(guān)鍵。
