我國(guó)城鎮(zhèn)居民財(cái)產(chǎn)性收入研究

【摘要】: 財(cái)產(chǎn)性收入是指居民由其擁有的財(cái)產(chǎn)帶來的收入。城鎮(zhèn)居民的財(cái)產(chǎn)性收入,指城鎮(zhèn)居民用自己所擁有的財(cái)產(chǎn),通過行使對(duì)財(cái)產(chǎn)的占有權(quán)、使用權(quán)、收益權(quán)、處置權(quán)等權(quán)能,而獲得的相應(yīng)收益。財(cái)產(chǎn)性收入與家庭經(jīng)營(yíng)收入、工薪收入、轉(zhuǎn)移性收入等,共同構(gòu)成城鎮(zhèn)居民的總收入。改革開放以前30年,我國(guó)絕大多數(shù)城鎮(zhèn)居民幾乎沒有財(cái)產(chǎn)性收入。改革開放以后30年,城鎮(zhèn)居民的財(cái)產(chǎn)性收入不管是絕對(duì)數(shù)量,還是其在總收入中的比重都有較大幅度增長(zhǎng)。當(dāng)然,目前我國(guó)城鎮(zhèn)居民收入來源仍然主要是工薪收入和轉(zhuǎn)移性收入。財(cái)產(chǎn)性收入在總收入中所占的份額相對(duì)較小,一般不超過2%,處于從屬地位。但是,財(cái)產(chǎn)性收入來源日漸多樣化,主要包括房屋出租或出售、儲(chǔ)蓄存款、購(gòu)買股票、債券、保險(xiǎn)等。因此,財(cái)產(chǎn)性收入已經(jīng)成為城鎮(zhèn)居民收入中不可忽視的因素。 我國(guó)城鎮(zhèn)居民的財(cái)產(chǎn)性收入伴隨著社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制的改革和經(jīng)濟(jì)的持續(xù)增長(zhǎng)而逐步增長(zhǎng)的。收入分配制度、勞動(dòng)制度、金融制度、房產(chǎn)制度的市場(chǎng)化改革對(duì)財(cái)產(chǎn)性收入的增長(zhǎng)有直接作用。 當(dāng)前影響我國(guó)城鎮(zhèn)居民財(cái)產(chǎn)性收入健康增長(zhǎng)的不利因素主要有四點(diǎn)。一是貧富差距持續(xù)擴(kuò)大,出現(xiàn)“馬太效應(yīng)"現(xiàn)象;二是國(guó)家住房制度、金融制度不健全;三是城鎮(zhèn)居民失業(yè)率居高不下:四是居民投資知識(shí)、風(fēng)險(xiǎn)意識(shí)欠缺。國(guó)家和社會(huì)必須采取妥善措施解決當(dāng)前存在的問題,以便讓城鎮(zhèn)居民擁有更多的財(cái)產(chǎn)性收入以及讓更多的居民擁有財(cái)產(chǎn)性收入,促進(jìn)社會(huì)的和諧進(jìn)步。主要措施有繼續(xù)保持經(jīng)濟(jì)持續(xù)高速發(fā)展,千方百計(jì)促進(jìn)就業(yè);繼續(xù)深化體制改革,改善與居民財(cái)產(chǎn)性收入相關(guān)的制度;對(duì)廣大居民普及理財(cái)知識(shí),加強(qiáng)風(fēng)險(xiǎn)教育等
[Abstract]:Property income refers to the income brought by the property owned by the residents. Property income and household income, wage income, transfer income, etc., together constitute the total income of urban residents. 30 years before reform and opening up. Along with the reform of the socialist market economy system and the sustained growth of the economy, the property income of the urban residents in China has gradually increased. The income distribution system, the labor system, and the financial system. The market reform of real estate system has direct effect on the growth of property income. At present, there are four main unfavorable factors that affect the healthy growth of urban residents' property income. Firstly, the gap between the rich and the poor continues to expand, and the phenomenon of "Matthew effect" appears. Second, the national housing system, the financial system is not sound; Third, the unemployment rate of urban residents remains high; fourth, the residents' investment knowledge and lack of risk awareness. The state and society must take appropriate measures to solve the current problems. In order to let urban residents have more property income and let more residents own property income to promote social harmony and progress, the main measures are to continue to maintain sustained and high-speed economic development, and to do everything possible to promote employment; We will continue to deepen the reform of the system and improve the system related to the property income of the residents; Popularize the knowledge of financial management, strengthen risk education, etc.
