【摘要】：在我國(guó),試點(diǎn)城市管理綜合行政執(zhí)法的措施于1997年在北京開(kāi)始。全國(guó)各地在其后的二十年間紛紛效仿,取得了突出的成績(jī)。我國(guó)行政執(zhí)法實(shí)踐中,存在權(quán)力和責(zé)任相互分離、妨礙市民、不正當(dāng)執(zhí)法、幾部門(mén)爭(zhēng)搶執(zhí)法與逃避執(zhí)法等缺點(diǎn),行政綜合執(zhí)法是解決它們的有力舉措,對(duì)提高行政效能、促進(jìn)職能轉(zhuǎn)變、實(shí)現(xiàn)依法治國(guó)、推動(dòng)政府機(jī)構(gòu)改革和改革行政執(zhí)法體制都具有重大的意義。本文擬分析烏魯木齊市綜合執(zhí)法現(xiàn)狀,來(lái)找出解決對(duì)策。具體分引言、正文和結(jié)語(yǔ)。引言中簡(jiǎn)易陳述本文的主旨、創(chuàng)作環(huán)境、結(jié)構(gòu)、難點(diǎn)和創(chuàng)新點(diǎn)等。文章結(jié)構(gòu)有三個(gè)部分。首先,介紹了城管綜合行政執(zhí)法、體制、權(quán)限范圍和主體。第二部分分析烏市綜合執(zhí)法的現(xiàn)狀,并提出存在的種種問(wèn)題,對(duì)其成因進(jìn)行深刻分析。第三部分歸納出有針對(duì)且適用的詳細(xì)措施即:改革體制、完善主體的措施、健全法規(guī)、完善手段方法、明確職能權(quán)限。結(jié)語(yǔ)部分?jǐn)⑹隽吮疚膶?xiě)作的不足之處。
[Abstract]:In our country, pilot city management comprehensive administrative law enforcement measures began in Beijing in 1997. Throughout the country in the next 20 years have followed suit, made outstanding achievements. In the practice of administrative law enforcement in our country, there are some shortcomings such as the separation of power and responsibility, hindering citizens, improper law enforcement, competing for law enforcement by several departments and evading law enforcement, etc. Comprehensive administrative law enforcement is a powerful measure to solve them, which can improve administrative efficiency. It is of great significance to promote the transformation of functions, to realize the rule of law, to promote the reform of government institutions and to reform the administrative law enforcement system. This paper analyzes the present situation of Urumqi comprehensive law enforcement to find out the countermeasures. Specific sub-introduction, text and conclusion. In the introduction, the main idea, the creation environment, the structure, the difficulty and the innovation of this article are briefly stated. There are three parts in the structure of the article. First of all, the comprehensive administration of urban management law enforcement, system, scope of competence and the main body. The second part analyzes the current situation of the comprehensive law enforcement in Urumqi, puts forward some problems, and makes a deep analysis of the causes. The third part sums up the detailed measures that are: reform system, perfect the main body, perfect the laws and regulations, perfect the means and methods, and define the function and authority. The conclusion part narrates the deficiency of this thesis.
