【摘要】：科技創(chuàng)新政策是政府營造創(chuàng)新環(huán)境、引導(dǎo)科技創(chuàng)新的主要手段。研究收集檢索了1980年至2015年中央政府和上海市地方政策出臺的科技創(chuàng)新政策217份,以內(nèi)容分析法為研究視角,量化評估政策主體、政策主題和政策作用面等相關(guān)內(nèi)容,剖析制約本市科技創(chuàng)新的法律障礙和現(xiàn)實問題,提出應(yīng)進一步健全科技立法體系、依據(jù)上海市地方科技發(fā)展需要進行立法、及時開展科技立法的廢改立工作、關(guān)注科技立法的重點領(lǐng)域和薄弱環(huán)節(jié)、大力推進科技創(chuàng)新政策的可實施性、健全法律責(zé)任、增強制度剛性。
[Abstract]:Science and technology innovation policy is the main means for the government to create innovation environment and guide scientific and technological innovation. From 1980 to 2015, 217 scientific and technological innovation policies issued by the central government and Shanghai Municipality were collected and retrieved. From the perspective of content analysis, the relevant contents such as policy subject, policy theme and policy role were quantitatively evaluated. By analyzing the legal obstacles and practical problems that restrict the scientific and technological innovation in this city, it is proposed that the system of science and technology legislation should be further improved, legislation should be enacted in accordance with the needs of local scientific and technological development in Shanghai, and the waste and reform work of scientific and technological legislation should be carried out in time. Focus on the key areas and weak links of science and technology legislation, vigorously promote the implementation of science and technology innovation policy, improve legal responsibility, strengthen the rigidity of the system.
