【摘要】：法治對雄安新區(qū)建設的意義,主要表現(xiàn)在它是建設雄安新區(qū)的必要條件和基本內容這兩個方面。法治建設在雄安新區(qū)建設中起著法治保障作用和制度性基礎作用,不僅對雄安新區(qū)的建設發(fā)展具有重要作用,而且對其他經(jīng)濟特區(qū)、新區(qū)的建設發(fā)展具有借鑒、榜樣和典型的意義。雄安新區(qū)的法治建設,應該從雄安新區(qū)的實際情況和特點出發(fā),以雄安新區(qū)規(guī)劃建設為重點,以新發(fā)展理念為引領,服務、促進和保障雄安新區(qū)規(guī)劃建設任務的實施,促進雄安新區(qū)治理體系和治理能力現(xiàn)代化,其目標是將雄安新區(qū)建設成為法治城市、法治社會。要優(yōu)先制定:明確雄安新區(qū)的法律地位、建設目標和任務,賦予雄安新區(qū)政府地方立法權的法律規(guī)范性文件;雄安新區(qū)規(guī)劃及其法律效力的法律規(guī)范性文件;雄安新區(qū)環(huán)境資源保護法律規(guī)范性文件;其他反映雄安新區(qū)急需、服務新區(qū)建設、具有新區(qū)特色的法律規(guī)范性文件。
[Abstract]:The significance of rule of law to the construction of Xiong'an New area lies in that it is the necessary condition and basic content for the construction of Xiong'an New area. The construction of the rule of law plays an important role in the construction of the Xiong'an New area, which not only plays an important role in the construction and development of the Xiong'an New area, but also draws lessons from the construction and development of other special economic zones and new areas. Example and typical meaning. In the construction of the rule of law in Xiong'an New area, we should proceed from the actual situation and characteristics of Xiong'an New area, focus on the planning and construction of Xiong'an New area, take the new development concept as the guide, serve, and promote and guarantee the implementation of the planning and construction tasks of the Xiong'an New area. The goal of promoting the modernization of governance system and governance ability of Xiong'an New District is to build Xiong'an New District into a city ruled by law and a society ruled by law. Priority should be given to: clarifying the legal status, construction objectives and tasks of the Xiong'an New area, giving the local legislative power to the Xiong'an New District Government, and the legal normative documents of the Xiong'an New area Plan and its legal effect; The legal normative documents of environmental and resource protection in Xiong'an New District, and other legal normative documents reflecting the urgent need of Xiong'an New District, serving the construction of New District and the characteristics of New District.
