【摘要】：食品是人類賴以生存和發(fā)展的物質(zhì)基礎(chǔ),食品安全對(duì)于我國(guó)的經(jīng)濟(jì)建設(shè),政治制度建設(shè)乃至社會(huì)的穩(wěn)定都具有重大的意義。21世紀(jì)以來(lái),伴隨著我國(guó)社會(huì)經(jīng)濟(jì)文化水平的持續(xù)提高,食品安全問(wèn)題也得到越來(lái)越多的關(guān)注。然而,隨著科技的進(jìn)步,各種食品添加劑的廣泛應(yīng)用,新的食品生產(chǎn)工藝的出現(xiàn)以及轉(zhuǎn)基因技術(shù)等的介入,又使傳統(tǒng)的食品安全體系受到了極大的挑戰(zhàn)。近年來(lái),由于食品安全監(jiān)管制度的滯后和執(zhí)法不嚴(yán),食品安全問(wèn)題層出不窮,嚴(yán)重威脅著人們的生命安全。因此有必要分析我國(guó)食品安全監(jiān)管制度現(xiàn)存的問(wèn)題,深入研究造成我國(guó)食品安全事件頻發(fā)的主要原因,進(jìn)而提出相應(yīng)的完善建議。這不僅有利于引導(dǎo)我國(guó)食品行業(yè)走向規(guī)范,也有利于人民群眾的日常生活,同時(shí)也有利于我國(guó)經(jīng)濟(jì)平穩(wěn)快速發(fā)展。 本文首先回顧了我國(guó)食品安全監(jiān)管的歷史沿革,進(jìn)而結(jié)合我國(guó)食品安全監(jiān)管的現(xiàn)狀,深入分析了我國(guó)食品安全監(jiān)管制度中存在的主要問(wèn)題,再借鑒美國(guó)和歐盟在食品安全監(jiān)管方面的經(jīng)驗(yàn),提出完善我國(guó)食品安全監(jiān)管制度的相應(yīng)對(duì)策。
[Abstract]:Food is the material foundation on which human beings depend for survival and development. Food safety is of great significance to the economic construction, political system construction and even social stability of our country. With the development of social economy and culture, food safety has been paid more and more attention. However, with the progress of science and technology, the wide application of various food additives, the emergence of new food production technology and the involvement of transgenic technology, the traditional food safety system has been greatly challenged. In recent years, due to the lag of food safety supervision system and lax enforcement of laws, food safety problems emerge in endlessly, which seriously threaten the safety of people's lives. Therefore, it is necessary to analyze the existing problems of the food safety supervision system in China, to study the main causes of the frequent occurrence of food safety incidents in China, and to put forward corresponding suggestions for improvement. This is not only conducive to guide the food industry towards standardization, but also conducive to the daily life of the people, but also conducive to the smooth and rapid economic development of our country. This paper first reviews the history of food safety supervision in China, and then analyzes the main problems existing in the food safety supervision system of our country in the light of the current situation of food safety supervision in China. Then draw lessons from the experience of the United States and European Union in food safety supervision, put forward the corresponding countermeasures to improve the food safety supervision system in China.
