【摘要】：作為改革產(chǎn)物的城管綜合行政執(zhí)法體制,目前仍不完善,主要存在城管法律地位尷尬、執(zhí)法依據(jù)混亂、執(zhí)法權(quán)限模糊、執(zhí)法人員素質(zhì)偏低、濫用自由裁量權(quán)等問題。在源頭上應(yīng)當(dāng)以治理城市的理念為先導(dǎo),以服務(wù)型政府為目標(biāo),引入社會化管理方式為城管"減負(fù)";在具體操作上應(yīng)當(dāng)立法規(guī)范城管的各項(xiàng)制度,實(shí)現(xiàn)規(guī)范行使權(quán)力,提高執(zhí)法和服務(wù)水平。
[Abstract]:As a result of the reform, the comprehensive administrative law enforcement system of urban management is still imperfect. There are some problems such as embarrassing legal status, confusion of law enforcement basis, vague power of law enforcement, low quality of law enforcement personnel, abuse of discretion and so on. At the source, we should take the idea of managing the city as the forerunner, take the service-oriented government as the goal, and introduce the socialized management mode to reduce the burden of the urban management, and in the concrete operation, we should legislate and standardize the various systems of the urban management, and realize the standard exercise of power. Improve the level of law enforcement and service.
