【摘要】：運(yùn)用文獻(xiàn)資料法等,對(duì)保障殘障群體及其體育權(quán)益的政策和法制建設(shè)現(xiàn)狀和趨勢(shì)進(jìn)行研究。主要結(jié)論:在整個(gè)相對(duì)完善的國(guó)內(nèi)政策和法制框架內(nèi),保障殘障體育的政策和法規(guī)依然處在相對(duì)滯后甚至缺位的狀態(tài),難以對(duì)殘障群體及其體育的開展提供持續(xù)、全面與穩(wěn)定的保障。建議:完善殘障體育基本法,提高保障操作性,增加和完善基本法和行政法規(guī)中的殘障體育內(nèi)容,并及時(shí)加強(qiáng)政策指導(dǎo),為殘障群體及其各種體育需求創(chuàng)設(shè)全面、安全、平等的體育保障。
[Abstract]:The present situation and trend of the policy and legal construction of protecting the rights and interests of disabled groups and their sports are studied by using the method of literature. The main conclusion is that, within the framework of the domestic policy and legal system, the policies and regulations to guarantee sports for the disabled are still in a state of relative lag or even absence, and it is difficult to provide sustained support for the development of the disabled groups and their sports. A comprehensive and stable guarantee. Suggestions: to improve the basic law of disability sports, to improve the operation of security, to increase and perfect the contents of disability sports in the basic law and administrative laws and regulations, and to strengthen policy guidance in order to create a comprehensive and safe environment for disabled groups and their various sports needs. Equal sports security.
