【摘要】：《1963年職業(yè)教育法》是美國(guó)20世紀(jì)60年代出臺(tái)的一部重要的職業(yè)教育法案。它重新確立了美國(guó)職業(yè)教育的目標(biāo),擴(kuò)大了職業(yè)教育的范圍,完善了職業(yè)教育的體系,進(jìn)一步強(qiáng)化聯(lián)邦政府對(duì)職業(yè)教育發(fā)展的宏觀調(diào)控。在其后續(xù)的修正案中,美國(guó)政府以立法的方式明確對(duì)于處境不利者及殘疾人的資助,取消職業(yè)教育過程中的性別歧視等內(nèi)容,進(jìn)一步深化了尊重和發(fā)展人的需求的職業(yè)教育理念,職業(yè)教育目標(biāo)從實(shí)現(xiàn)社會(huì)效率到實(shí)現(xiàn)社會(huì)公平進(jìn)行轉(zhuǎn)變,美國(guó)職業(yè)教育的發(fā)展隨之進(jìn)入到一個(gè)嶄新的階段。本文在利用大量的政府文獻(xiàn)與調(diào)查報(bào)告、研究機(jī)構(gòu)與專家學(xué)者的研究成果的基礎(chǔ)上,對(duì)于《1963年職業(yè)教育法》的出臺(tái)背景、制定過程、文本分析以及實(shí)施效用進(jìn)行整理和總結(jié),對(duì)于《1963年職業(yè)教育法》的修正案進(jìn)行歸納和分析,從而對(duì)20世紀(jì)60年代至80年代美國(guó)職業(yè)教育的特點(diǎn)及未來走向進(jìn)行梳理與探討。全文主要由引言、正文、結(jié)語、參考文獻(xiàn)四部分組成。引言部分主要介紹中美學(xué)者對(duì)于美國(guó)職業(yè)教育法,尤其是《1963年職業(yè)教育法》及其修正案的研究成果,簡(jiǎn)要介紹本文的研究意義與研究方法。正文部分共分為三個(gè)部分:第一部分主要是追溯美國(guó)職業(yè)教育法的歷史淵源,對(duì)美國(guó)職業(yè)教育法中的重要法案進(jìn)行回顧,并對(duì)20世紀(jì)60年代美國(guó)的經(jīng)濟(jì)與社會(huì)形勢(shì)進(jìn)行簡(jiǎn)要分析。第二部分主要對(duì)《1963年職業(yè)教育法》在參眾兩院的立法過程進(jìn)行概括,對(duì)法案的文本進(jìn)行分析,對(duì)法案的實(shí)施效用進(jìn)行總結(jié)。第三部分主要對(duì)《1963年職業(yè)教育法》的修正案的出臺(tái)原因與修正案的主要內(nèi)容及效用進(jìn)行分析。結(jié)語部分通過對(duì)《1963年職業(yè)教育法及其修正案》的出臺(tái)背景,文本內(nèi)容及實(shí)施效用的梳理,分析《1963年職業(yè)教育法及其修正案》的總體特征,總結(jié)《1963年職業(yè)教育法》對(duì)于美國(guó)職業(yè)教育發(fā)展史上的重要意義。
[Abstract]:The Vocational Education Act of 1963 is an important act of vocational education issued by the United States in the 1960's. It has re-established the goal of American vocational education, expanded the scope of vocational education, improved the system of vocational education, and further strengthened the federal government's macro-control on the development of vocational education. In its subsequent amendments, the United States Government has made clear by way of legislation the funding of disadvantaged and disabled persons, eliminating gender discrimination in the process of vocational education, and so on. Further deepening the vocational education concept of respecting and developing the needs of human beings, the goal of vocational education changes from realizing social efficiency to realizing social equity, and the development of vocational education in the United States enters a new stage. On the basis of a large number of government documents and investigation reports, and the research results of research institutions and experts and scholars, this paper collates and summarizes the background, formulation process, text analysis and implementation utility of the Vocational Education Act of 1963. This paper sums up and analyzes the amendment of the Vocational Education Act of 1963, and combs and probes into the characteristics and future trend of American vocational education from 1960s to 1980s. The full text consists of four parts: introduction, text, conclusion and reference. The introduction mainly introduces the research results of Chinese and American scholars on the American Vocational Education Act, especially the 1963 Vocational Education Law and its amendments, and briefly introduces the research significance and research methods of this paper. The text is divided into three parts: the first part is to trace back to the historical origin of the American Vocational Education Act, to review the important laws in the American Vocational Education Act. And the economic and social situation of the United States in the 1960s was briefly analyzed. The second part summarizes the legislative process of the Vocational Education Act of 1963 in the Senate and the House of Representatives, analyzes the text of the bill, and summarizes the effectiveness of the implementation of the bill. The third part mainly analyzes the reasons of the amendment of the 1963 Vocational Education Law and the main contents and effects of the amendment. The conclusion part analyzes the general characteristics of the 1963 Vocational Education Law and its Amendment by combing the background, text content and implementation effectiveness of the 1963 Vocational Education Law and its Amendment. This paper summarizes the significance of the 1963 Vocational Education Act in the history of the development of American vocational education.
