【摘要】：我國(guó)將合法性審查、風(fēng)險(xiǎn)評(píng)估、集體討論、專(zhuān)家論證、公眾參與作為重大科技決策做出之前的必經(jīng)程序,以保障決策的科學(xué)與民主。但是,對(duì)于重大科技決策實(shí)施之后如何實(shí)施評(píng)價(jià),并沒(méi)有得到應(yīng)有的重視,在實(shí)踐中存在重大科技決策事后評(píng)價(jià)的具體細(xì)化標(biāo)準(zhǔn)混亂、主體選擇單一和程序的內(nèi)部規(guī)制失范等問(wèn)題。因此,有必要在實(shí)施重大科技決策事前評(píng)價(jià)的基礎(chǔ)上,將事前評(píng)價(jià)與事后評(píng)價(jià)相結(jié)合,在決策主體內(nèi)部細(xì)化評(píng)價(jià)標(biāo)準(zhǔn)、綜合選擇評(píng)價(jià)主體,按照特定評(píng)價(jià)程序,圍繞重大科技決策是否合法、合理、可操作進(jìn)行事后評(píng)價(jià),通過(guò)評(píng)價(jià)總結(jié)經(jīng)驗(yàn),及時(shí)進(jìn)行修正和完善,以此來(lái)保障重大科技決策的質(zhì)量和效果。
[Abstract]:Our country will examine the legitimacy, the risk assessment, the collective discussion, the expert argument, the public participation as the important science and technology decision making must go through the procedure, in order to safeguard the decision science and the democracy. However, how to implement the evaluation after the implementation of major scientific and technological decisions has not received due attention. In practice, there is confusion in the specific refinement criteria for the post-evaluation of major scientific and technological decisions. The single choice of the subject and the internal regulation of the procedure are out of order and so on. Therefore, it is necessary to combine prior evaluation with ex post evaluation on the basis of the prior evaluation of major scientific and technological decisions, to refine the evaluation criteria within the decision-making body, to comprehensively select the evaluation subject, and to follow the specific evaluation procedure. In order to guarantee the quality and effect of the important scientific and technological decision, it is necessary to evaluate whether the important scientific and technological decision is legal, reasonable and operable, and to sum up the experience through the evaluation, and to correct and perfect it in time.
