【摘要】：2015年12月27日,十二屆全國(guó)人大常委會(huì)第十八次會(huì)議表決通過(guò)了關(guān)于修改人口與計(jì)劃生育法的決定,于2016年1月1日起施行�！吨泄仓醒�、國(guó)務(wù)院關(guān)于實(shí)施全面兩孩政策改革完善計(jì)劃生育服務(wù)管理的決定》提出,我國(guó)將實(shí)行生育登記服務(wù)制度,對(duì)生育兩個(gè)以?xún)?nèi)(含兩個(gè))孩子的,不實(shí)行審批,由家庭自主安排生育。本文回溯我國(guó)計(jì)劃生育政策的發(fā)展歷程,并對(duì)全面兩孩政策進(jìn)行了解讀;同時(shí),通過(guò)對(duì)我國(guó)目前的人口問(wèn)題的探討,分析實(shí)施全面兩孩政策的意義,確保推進(jìn)政策的扎實(shí)有序?qū)嵤?本文還總結(jié)了天津市對(duì)全面二孩政策的應(yīng)對(duì)措施。
[Abstract]:On December 27, 2015, the 18th session of the standing Committee of the Twelfth National people's Congress voted and adopted a decision on the revision of the population and Family Planning Law, which will come into effect on January 1, 2016. < CPC Central Committee, The State Council's decision on the implementation of the comprehensive two-child policy reform and the improvement of the management of family planning services "" states that China will implement a fertility registration service system, and no examination and approval will be carried out for those who give birth to two children (including two children). The family arranges the birth independently. This paper reviews the development of China's family planning policy, and interprets the comprehensive two-child policy. At the same time, it analyzes the significance of carrying out the comprehensive two-child policy through the discussion of the current population problems in our country. This paper also summarizes the countermeasures of Tianjin's comprehensive second child policy.
