【摘要】：正行政參與是指公民、法人或其他組織根據(jù)憲法和法律規(guī)定,依照一定的法律程序,通過直接或間接方式參與公共行政以表達(dá)自身意愿和保護(hù)自身權(quán)利的活動(dòng)。作為政治參與的重要內(nèi)容之一,公民行政參與是現(xiàn)代民主政治和行政民主發(fā)展的重要體現(xiàn),是群眾路線法治化的重要體現(xiàn),是推進(jìn)國家治理體系和治理能力現(xiàn)代化的必由之路。建設(shè)法治政府必須依靠公民的認(rèn)同、支持和參與,公民行政參與的方式和程度決定著環(huán)太湖地區(qū)法治政府建設(shè)目標(biāo)實(shí)現(xiàn)的進(jìn)程。
[Abstract]:Positive administrative participation refers to the activities in which citizens, legal persons or other organizations participate in public administration directly or indirectly in order to express their will and protect their rights in accordance with the provisions of the Constitution and laws and in accordance with certain legal procedures. As one of the important contents of political participation, citizen administrative participation is an important embodiment of modern democratic politics and administrative democracy development, an important embodiment of the rule of law of the mass line, and the only way to promote the modernization of national governance system and governance ability. The construction of the government under the rule of law must depend on the recognition, support and participation of the citizens. The way and degree of the citizen's participation in administration determines the process of the realization of the goal of the construction of the government ruled by law around the Taihu Lake area.
