【摘要】：正國家構(gòu)建是近代以來國家的一個(gè)經(jīng)常性制度化規(guī)制活動(dòng),是國家以公益為由,進(jìn)入社會(huì)并力圖影響和塑造社會(huì)的重要方式。在我國,國家構(gòu)建與民間參與之間呈現(xiàn)復(fù)雜整合和特殊張力,特別是在社會(huì)組織監(jiān)管體制和制度建設(shè)上尤為明顯。在政府對社會(huì)組織的"放"與"管"上,很多時(shí)候表現(xiàn)出一種糾結(jié)與徘徊。近四十年來,我國社會(huì)組織獲
