【摘要】：正2000年《種子法》的頒布實施,解決了"誰能干,誰不能干"的問題,開啟了中國種業(yè)市場化進程,實現(xiàn)了中國種業(yè)產(chǎn)業(yè)化,為促進農(nóng)業(yè)發(fā)展、保障糧食安全做出了突出的貢獻。當(dāng)前,農(nóng)業(yè)現(xiàn)代化對種業(yè)提出了更高要求,種業(yè)自身也正進入傳統(tǒng)種業(yè)向現(xiàn)代種業(yè)轉(zhuǎn)型升級的新階段,原有的種子管理制度急需調(diào)整改革。基于此,全國人大牽頭,在廣泛調(diào)研的基礎(chǔ)上,遵照十八大以來中央提出的簡政放權(quán),提高政府效能,發(fā)揮市場在配置資源中決定性作用的總體要求,以保障國家糧
