【摘要】：防沙治沙是一項(xiàng)涉及多地區(qū)、多學(xué)科、多行業(yè)、多部門的社會(huì)系統(tǒng)性工程,要求所在地方必須根據(jù)不同地區(qū)的不同情況,采取不同的可行措施制定因地制宜的防沙治沙辦法。根據(jù)內(nèi)蒙古自治區(qū),不同地區(qū)的降雨量、地形、地貌、溫度、季風(fēng)等方面的差異制定相關(guān)防沙治沙辦法,與時(shí)俱進(jìn),因時(shí)制宜。防沙治沙的工作要按照防沙治沙規(guī)劃有計(jì)劃、有步驟地進(jìn)行。由于內(nèi)蒙古自治區(qū),已經(jīng)沙化的土地?cái)?shù)量極大,需要治理的任務(wù)十分艱巨,必須分步實(shí)施防沙治沙工作。對重點(diǎn)地區(qū)進(jìn)行重點(diǎn)防治,對全局有重大影響的特殊區(qū)域,進(jìn)行集中防治,堅(jiān)持"預(yù)防為主、防治結(jié)合、綜合治理"原則,力求防治高效,使防沙治沙工作早日見到成效。文章的第一部分簡要介紹了內(nèi)蒙古土地沙漠化的現(xiàn)狀和當(dāng)前的嚴(yán)峻形勢,扼要分析了土地沙漠化的危害以及原因。文章的第二部分對我國當(dāng)前,防沙治沙有關(guān)法律法規(guī)以及內(nèi)蒙古自治區(qū)和其他省、自治區(qū)的防沙治沙辦法分別進(jìn)行了闡述。文章的第三部分主要介紹了以美國和澳大利亞為例的國外防沙治沙經(jīng)驗(yàn),總結(jié)了其立法經(jīng)驗(yàn)和我國的可以借鑒之處。文章的第四部分提出了完善內(nèi)蒙古防沙治沙法治建設(shè)的一些方針和相關(guān)建議對策,具體的技術(shù)措施。
[Abstract]:Desertification prevention is a multi-regional, multidisciplinary, multi-industry, multi-sectoral social and systemic project that requires the place to be based on different conditions in different regions. Take different feasible measures to formulate measures to prevent and control desertification in accordance with local conditions. According to the differences in rainfall, topography, geomorphology, temperature, monsoon and other aspects of rainfall, topography, topography, temperature, monsoon and other aspects of the Inner Mongolia Autonomous region, we will formulate relevant measures to prevent and control desertification and keep pace with the times. Take measures according to the circumstances. The work of preventing and controlling desertification should be carried out in a planned and step-by-step manner in accordance with the desertification prevention and control plan. Because of the enormous amount of land that has been desertified in Inner Mongolia Autonomous region, the task that needs to be managed is very arduous. Sand prevention and control work must be carried out step by step. Key prevention and control work must be carried out in key areas. In special areas that have a major impact on the overall situation, centralized prevention and control must be carried out, and the principle of "prevention first, combination of prevention and control, comprehensive management" should be adhered to in order to prevent and control efficiently. The first part of the paper briefly introduces the present situation of desertification in Inner Mongolia and the present severe situation, and briefly analyzes the harm and causes of desertification. The second part of the article is about the current situation of desertification in China. The relevant laws and regulations on desertification prevention and control, as well as the measures for combating desertification in Inner Mongolia Autonomous region and other provinces and autonomous regions, are expounded respectively. The third part of the article mainly introduces the experiences of foreign countries in combating desertification, taking the United States and Australia as examples. This paper summarizes its legislative experience and some references in our country. In the 4th part of the article, it puts forward some policies and relevant suggestions and specific technical measures to improve the construction of desertification prevention and control rule of law in Inner Mongolia.
