【摘要】：21世紀(jì)初至今,中國電信業(yè)發(fā)展取得了舉世矚目的成就,但伴隨著巨大的成就,各種各樣的問題也層出不窮。電信市場不僅存在著競爭失衡的問題,同時(shí)還面臨著惡性競爭的挑戰(zhàn),而電信體制改革還尚未到位。簡單依靠市場的作用引導(dǎo)電信行業(yè)的有效競爭很難實(shí)現(xiàn),越來越能夠清晰地看到,政府的作用是必需的。但從另一方面看,電信行業(yè)的持續(xù)成長和市場環(huán)境的不斷變化,也會(huì)要求政府的政策能夠不斷調(diào)整,也導(dǎo)致了本文提出問題的研究和解決也將是一個(gè)不斷變化和發(fā)展的過程。 本文從我國電信市場的競爭現(xiàn)狀入手,首先闡述了政府管制、電信監(jiān)管的基本理論,之后重點(diǎn)對我國電信行業(yè)的重組管制、非對稱管制等政府管制行為對電信運(yùn)營商競爭產(chǎn)生的影響進(jìn)行分析；此外,介紹了國外諸如英國、美國和歐盟的管制體系,總結(jié)了國外經(jīng)驗(yàn)對中國的啟示,在此基礎(chǔ)上,面向政府提出引入國有資本以外的競爭形勢、加強(qiáng)網(wǎng)絡(luò)質(zhì)量和競爭的監(jiān)管、加強(qiáng)非對稱管制以及盡快制定實(shí)施《電信法》等建議。
[Abstract]:Since the beginning of twenty-first Century, the China Telecom industry development has made remarkable achievements, but with great achievements, various problems also emerge in an endless stream. There is not only a competition of telecom market imbalances, while also facing the challenge of vicious competition, and the reform of the telecommunications system is not yet in place. Effective competition simply rely on the role of the market to guide the telecommunications industry it is very difficult to realize, more and more able to clearly see the role of the government is necessary. But on the other hand, the changing of the telecommunications industry continued to grow and market environment, will also require government policy to constantly adjust, also lead to research and solve the problem this paper will also be a constant the change and development process.
This article from the status quo of China's telecom market competition starts, firstly expounds the basic theory of government regulation, telecommunication regulation, after the focus of our restructuring of the telecommunications industry regulation, to analyze the influence of asymmetric regulation and government regulation of the competition of telecom operators; in addition, the foreign countries such as the United Kingdom, the United States and the European Union the control system, summarizes the foreign experience enlightenment to China, on this basis, the government proposed for the introduction of state-owned capital outside the competition situation, strengthen the network quality and strengthen the competition regulation, asymmetric regulation and implementation of telecommunications law as soon as possible to develop recommendations.
