【摘要】：本文認為,可以將全球規(guī)制的組織形態(tài)分為五類,包括正式的政府間組織的規(guī)制、跨政府組織網(wǎng)絡(luò)、各國規(guī)制機構(gòu)實施的行政規(guī)制、政府和私人主體組成的混合行政、國際非政府組織的治理。全球規(guī)制給我國政府規(guī)制的影響是規(guī)制規(guī)則的趨同、規(guī)制信息的交流、規(guī)制結(jié)果的相互承認、規(guī)制能力的學(xué)習(xí)。我國的政府規(guī)制機構(gòu)要以制度化、程序化的方式,積極參與到全球規(guī)制網(wǎng)絡(luò)之中。
[Abstract]:This paper holds that the organizational form of global regulation can be divided into five categories, including the formal regulation of intergovernmental organizations, the network of cross-governmental organizations, and the administrative regulations implemented by the regulatory agencies of various countries. The influence of global regulation on Chinese government regulation is the convergence of regulation rules, the exchange of regulatory information and the mutual recognition of regulatory results. The government regulation institutions of our country should participate in the global regulatory network actively in the way of institutionalization and procedure.
