【摘要】：地下錢莊作為通道和載體助推跨境洗錢,由來已久且態(tài)勢(shì)嚴(yán)峻。本文基于符合現(xiàn)實(shí)的數(shù)學(xué)模型,力證針對(duì)跨境資金轉(zhuǎn)移應(yīng)采用央行監(jiān)管下的商業(yè)銀行反洗錢模式,對(duì)于地下錢莊必須實(shí)施有效打擊。在各種遏制和打擊地下錢莊的策略及手段中,單純依靠法律制裁的效果實(shí)際相對(duì)最差,且隨著民眾跨境資金轉(zhuǎn)移需求的提高,其代價(jià)呈累進(jìn)式遞增。相對(duì)更有效的方法是采用多手段組合的策略,同步提高商業(yè)銀行服務(wù)效率,改變民眾偏好,同時(shí),為進(jìn)一步有效打擊地下錢莊洗錢,應(yīng)形成有效的民眾跨境資金轉(zhuǎn)移分流渠道,調(diào)整政策并建立綜合配套機(jī)制等。
[Abstract]:Underground bank as a channel and carrier to promote cross-border money laundering, has a long history and grim situation. Based on the realistic mathematical model, the paper suggests that the commercial banks under the supervision of the central bank should adopt the anti-money laundering model for cross-border capital transfer, and the underground banks must be effectively combated. Among the strategies and means to curb and crack down on underground banks, the effect of relying solely on legal sanctions is actually the worst, and with the increase of people's cross-border capital transfer demand, its cost is increasing progressively. The more effective method is to adopt the strategy of multi-means combination to simultaneously improve the service efficiency of commercial banks and change people's preferences. At the same time, in order to further effectively crack down on underground money laundering, we should form an effective channel for the diversion of people's cross-border funds. Adjust the policy and establish a comprehensive supporting mechanism.
