【摘要】：隨著我國電信、金融行業(yè)應(yīng)用水平的不斷提高,利用電信技術(shù)的遠(yuǎn)程操控性、金融業(yè)資金轉(zhuǎn)移的便利性和公眾對電信詐騙犯罪了解不足等,電信詐騙犯罪團(tuán)伙活動日漸猖獗,作案手段不斷翻新,給人民群眾帶來巨大經(jīng)濟(jì)損失,社會危害嚴(yán)重。當(dāng)前發(fā)生在本市的電信詐騙犯罪呈現(xiàn)出跨境化、職業(yè)化、集團(tuán)化、智能化趨勢,給政法機(jī)關(guān)打擊犯罪帶來取證難、抓捕難、定性難、追贓難、打擊難等打防難點。因此,必須深入分析研究犯罪特征,學(xué)習(xí)借鑒其他國家和地區(qū)的經(jīng)驗,完善懲治機(jī)制。
[Abstract]:With the continuous improvement of the application level of telecom and financial industry in our country, the remote manipulation of telecommunication technology, the convenience of financial capital transfer and the lack of public understanding of telecom fraud crime and so on. Telecom fraud criminal gang activities are rampant day by day, the means of committing crimes are constantly renovating, which brings huge economic losses to the people and serious social harm. At present, the telecom fraud crime in this city presents a cross-border and professional nature. The trend of collectivization and intelligentization brings difficulties to the political and legal organs in the fight against crime, such as obtaining evidence, arresting, determining the nature, chasing the stolen goods, striking hard and so on. Therefore, it is necessary to deeply analyze and study the characteristics of the crime. Learn from the experience of other countries and regions, improve the punishment mechanism.
