我國選舉制度的不足及其完善

【摘要】：人民代表大會制度是具有中國特色和政治優(yōu)勢的根本政治制度。回顧我國選舉制度的發(fā)展歷史,我國的選舉制度和選舉工作積累了一些經(jīng)驗,經(jīng)歷了一個民主化程度不斷提高的循序漸進的發(fā)展過程,顯示出強大的生命力和巨大的優(yōu)越性。但是,隨著時代的發(fā)展,其中存在的一些問題也日益突顯,還需要進一步完善。我們必須在理論上借鑒西方國家選舉的成功經(jīng)驗,實踐中完善和發(fā)展人民代表大會制度。本文沿著建國以來《選舉法》的修訂和發(fā)展軌跡,列舉了人大代表選舉制度存在的若干問題,針對其存在的缺陷,介紹了西方國家議會選舉的一些做法,對我國人大代表選舉的完善有一定的啟示作用,吸取西方國家選舉經(jīng)驗的同時結(jié)合我國的國情,對人大代表選舉制度中存在的問題進行完善。
[Abstract]:The people's Congress system is the fundamental political system with Chinese characteristics and political advantages. Looking back on the development history of our country's electoral system, our country's electoral system and election work have accumulated some experience, and have experienced a gradual and progressive development process with increasing degree of democratization, showing great vitality and great superiority. However, with the development of the times, some problems are increasingly prominent and need to be further improved. We must learn from the successful experience of western countries in theory and perfect and develop the system of people's Congress in practice. Following the track of revision and development of the Election Law since the founding of the people's Republic of China, this paper enumerates some problems existing in the election system of deputies to the National people's Congress, and, in view of its shortcomings, introduces some practices of parliamentary elections in western countries. It can enlighten the perfection of the election of the deputies to the people's Congress of our country. Drawing on the election experience of the western countries and combining the national conditions of our country, the problems existing in the election system of the deputies to the people's Congress will be perfected.
