【摘要】：中國經(jīng)濟進入"新常態(tài)"后,各種主客觀條件相互呼應催生了PPP(政府與社會資本合作)。PPP激發(fā)了當前中國經(jīng)濟社會管理體制多個方面的創(chuàng)新:化解地方政府融資危機,加強地方政府融資行為的透明度;用公權(quán)力引導社會資本,迫使企業(yè)向長期穩(wěn)健的方向發(fā)展;以"合格的社會資本"突破所有制二分法,強調(diào)社會資本方在合作網(wǎng)絡中的集成能力;充分踐行實踐論,將政策制訂的民主集中制原則和經(jīng)濟試點方法推向新的高度。
[Abstract]:After China's economy entered the "new normal", various subjective and objective conditions echoed each other and gave birth to PPP (Cooperation between Government and Social Capital) .PPP stimulated many aspects of innovation in China's current economic and social management system: resolving the crisis of local government financing. Strengthening the transparency of local government financing; guiding social capital with public power; forcing enterprises to develop in the direction of long-term stability; and breaking through the dichotomy of ownership with "qualified social capital", It emphasizes the integration ability of social capital in cooperative network, fully practices the theory of practice, and pushes the principle of democratic centralism in policy making and the method of economic pilot to a new height.
