【摘要】：我國是一個多民族國家。在56個民族中,漢族占絕大多數(shù),其余的55個民族是少數(shù)民族。國家領導人對于少數(shù)民族工作歷來十分重視。中央人民政府為了做好民族工作,維護好少數(shù)民族的合法權益,特別成立了國家民族事務委員會。在55個少數(shù)民族中,有十個少數(shù)民族信仰伊斯蘭教,這些少數(shù)民族被稱為穆斯林少數(shù)民族,其余被稱為非穆斯林少數(shù)民族。由于各民族在歷史、文化、生產(chǎn)方式、生活習慣等方面存在差異,導致了各民族不同的飲食風俗習慣。例如部分少數(shù)民族不吃貓肉,還有部分少數(shù)民族不吃狗肉等。由于種種原因,在日常生活中少數(shù)民族消費者的風俗習慣時常受到餐飲經(jīng)營者的侵犯。為了更好地保護非穆斯林少數(shù)民族飲食風俗習慣權益及非穆斯林餐飲消費者的權益。通過合理借鑒國內(nèi)外清真食品管理經(jīng)驗,結(jié)合我國非穆斯林少數(shù)民族的實際情況,提出了進一步保護非穆斯林少數(shù)民族餐飲消費者權益的具體建議。這些建議從完善相關的法律法規(guī)為基礎。在完善相關法律法規(guī)的基礎上,創(chuàng)新性地提出了建立非穆斯林少數(shù)民族飲食風俗習慣權益保護監(jiān)督員及維權專員制度。對預包裝食品標識制度提出了具體的完善建議。希望能夠為更好地維護民族團結(jié)及保護非穆斯林少數(shù)民族餐飲消費者的權益做出些許貢獻。
[Abstract]:Our country is a multi-national country. Of the 56 ethnic groups, the Han nationality accounts for the vast majority, and the remaining 55 are ethnic minorities. State leaders have always attached great importance to the work of ethnic minorities. The Central people's Government, in order to do a good job in ethnic work and safeguard the legitimate rights and interests of ethnic minorities, specially set up the State ethnic Affairs Commission. Ten of the 55 minorities believe in Islam. These minorities are called Muslim minorities and the rest are called non-Muslim minorities. Due to differences in history, culture, mode of production, living habits and so on, different ethnic groups have different eating and drinking customs. For example, some ethnic minorities do not eat cat meat, and some ethnic minorities do not eat dog meat and so on. For various reasons, the customs and habits of ethnic minority consumers are often violated by catering operators in daily life. In order to better protect the rights and interests of non-Muslim minority diet customs and non-Muslim food and beverage consumers. Based on the experience of halal food management at home and abroad and the actual situation of non-Muslim minorities in China, the author puts forward some concrete suggestions for further protecting the rights and interests of non-Muslim minority food consumers. These recommendations are based on the improvement of relevant laws and regulations. On the basis of perfecting the relevant laws and regulations, this paper creatively puts forward the establishment of the supervision system of the protection of the rights and interests of the food customs and customs of non-Muslim minorities and the system of the Commissioner for Rights and Protection. Some suggestions are put forward to improve the labeling system of pre-packaged food. Hope to better safeguard national unity and protect the rights and interests of non-Muslim minority food and beverage consumers to make some contributions.
