從立法、教育和媒體角度看中醫(yī)藥在澳大利亞的發(fā)展歷程和所遇挑戰(zhàn)

中醫(yī)藥(TCM)于十九世紀(jì)中葉隨著華人礦工傳入澳大利亞。然而,直到1972年美國總統(tǒng)尼克松訪華,其隨行記者突發(fā)急性腸胃炎并通過針灸得到治愈,中醫(yī)藥才在西方國家得以正名。同年,白澳政策在澳洲得以廢除。從此,中澳兩國關(guān)系的復(fù)蘇在促進(jìn)中醫(yī)藥的發(fā)展方面發(fā)揮了重要的作用。在澳洲,中醫(yī)藥從各州到全國的逐步立法也歷經(jīng)波折,其中維多利亞州于2000年推出了西方世界第一部中醫(yī)法典,到了2012年才實(shí)現(xiàn)了全國的注冊和認(rèn)證法案。與此同時(shí),澳大利亞也在針灸與中草藥的標(biāo)準(zhǔn)化高等教育領(lǐng)域頗有成就,現(xiàn)共有三所綜合性大學(xué)授予學(xué)生中醫(yī)相關(guān)學(xué)位。不過,這一規(guī)范化的補(bǔ)充與替代醫(yī)學(xué)形式依舊面臨著來自澳大利亞主流媒體的爭議言論,從而也引起了我們的思考:如何正確地讓“中醫(yī)故事”走向澳大利亞乃至世界。本文將通過定量與定性的研究方法,向大家展現(xiàn)一幅中醫(yī)藥在澳大利亞發(fā)展的清晰畫卷,涉及立法、教育以及媒體領(lǐng)域。此外,一些國人和澳洲朋友對中醫(yī)藥的相關(guān)問題持有某些誤解,筆者也將會(huì)對其進(jìn)行澄清,最后則會(huì)提出相關(guān)可行方法,以幫助中醫(yī)藥文化在這一南半球領(lǐng)軍國家的傳播。
