【摘要】：為使農(nóng)民工能實(shí)現(xiàn)“老有所養(yǎng)、老有所樂”的目標(biāo),盡快建立起全國統(tǒng)一、有效的農(nóng)民工養(yǎng)老保險(xiǎn)制度模式,成為解決“三農(nóng)”問題、建設(shè)和諧社會(huì)的迫切要求。本文在對(duì)相關(guān)文獻(xiàn)和理論研究的基礎(chǔ)上,突出對(duì)養(yǎng)老保險(xiǎn)的專項(xiàng)研究,而不是對(duì)社會(huì)保障的籠統(tǒng)研究。在模式探究上既與城鎮(zhèn)社會(huì)養(yǎng)老保險(xiǎn)和農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)相銜接,又突出了農(nóng)民工養(yǎng)老保險(xiǎn)的特色。在建設(shè)有中國特色農(nóng)民工養(yǎng)老保險(xiǎn)模式方面,以揚(yáng)州市農(nóng)民工養(yǎng)老保險(xiǎn)模式為例,本文試圖有所突破,完善現(xiàn)有相關(guān)研究的不足之處,從而提出針對(duì)性較強(qiáng)的相關(guān)對(duì)策建議。 文章首先對(duì)我國地方農(nóng)民工養(yǎng)老保險(xiǎn)模式進(jìn)行了分析。將各地的農(nóng)民工養(yǎng)老保險(xiǎn)模式主要?dú)w為五大類,即仿城型養(yǎng)老保險(xiǎn)模式、綜合型養(yǎng)老保險(xiǎn)模式、個(gè)人賬戶型養(yǎng)老保險(xiǎn)模式、農(nóng)保型養(yǎng)老保險(xiǎn)模式和擴(kuò)面型養(yǎng)老保險(xiǎn)模式,并對(duì)各類模式在運(yùn)行中表現(xiàn)出的優(yōu)點(diǎn)與不足之處進(jìn)行了分析。而后,在回顧了揚(yáng)州市關(guān)于農(nóng)民工養(yǎng)老保險(xiǎn)模式的相關(guān)政策規(guī)定后,介紹了揚(yáng)州市農(nóng)民工養(yǎng)老保險(xiǎn)模式的發(fā)展現(xiàn)狀,提出揚(yáng)州市農(nóng)民工養(yǎng)老保險(xiǎn)模式運(yùn)作的難點(diǎn)問題及運(yùn)行難的原因。繼而探討了我國農(nóng)民工養(yǎng)老保險(xiǎn)模式的優(yōu)化設(shè)計(jì),提出應(yīng)該將農(nóng)民工進(jìn)行分類保障。雖然,一元化的制度安排可以作為我國農(nóng)民工養(yǎng)老保險(xiǎn)制度模式的長期發(fā)展目標(biāo),但在近期有必要將多元化的模式安排作為過渡,待條件成熟后再將不同模式并軌,最終向一元化的養(yǎng)老保險(xiǎn)制度安排邁進(jìn)。最后則對(duì)我國農(nóng)民工養(yǎng)老保險(xiǎn)模式的運(yùn)行提出對(duì)策建議。認(rèn)為應(yīng)加快有關(guān)農(nóng)民工養(yǎng)老保險(xiǎn)制度立法,提高立法層級(jí)；模式設(shè)計(jì)要符合農(nóng)民工的特點(diǎn)；提高基金統(tǒng)籌層次,實(shí)現(xiàn)多元化投資和基金的保值增值等。
[Abstract]:In order to enable migrant workers to achieve the goal of "having a sense of security for the elderly and having a good time for the elderly", it is an urgent requirement to establish a unified and effective pension insurance system for migrant workers as soon as possible to solve the problems of "agriculture, countryside and farmers" and build a harmonious society. On the basis of relevant literature and theoretical research, this paper highlights the special research on old-age insurance, rather than the general study of social security. In terms of mode exploration, it not only connects with urban social endowment insurance and rural social endowment insurance, but also highlights the characteristics of migrant workers' old-age insurance. In the construction of old-age insurance model for migrant workers with Chinese characteristics, taking Yangzhou migrant workers pension insurance model as an example, this paper attempts to break through and improve the shortcomings of the existing relevant research, so as to put forward relevant countermeasures and suggestions. First of all, the paper analyzes the pension insurance model of local migrant workers in China. The pension insurance models of migrant workers in various localities are mainly divided into five categories, namely, imitating urban old-age insurance model, comprehensive old-age insurance model, personal account old-age insurance model, agricultural insurance old-age insurance model and expanded old-age insurance model. The advantages and disadvantages of all kinds of modes in operation are analyzed. Then, after reviewing the relevant policies and regulations of Yangzhou City on the pension insurance model for migrant workers, this paper introduces the current situation of the development of the pension insurance model for migrant workers in Yangzhou City. This paper puts forward the difficult problems and the reasons for the operation of the old-age insurance mode for migrant workers in Yangzhou City. Then it discusses the optimal design of pension insurance model for migrant workers in China, and puts forward that migrant workers should be classified and guaranteed. Although the unified institutional arrangement can be regarded as the long-term development goal of the old-age insurance system model for migrant workers in our country, it is necessary to make the diversified model arrangement as the transition in the near future, and then merge the different models when the conditions are mature. Finally, to the unified old-age insurance system arrangements. Finally, the paper puts forward some countermeasures and suggestions on the operation of the pension insurance model for migrant workers in China. It is considered that the legislation of pension insurance system for migrant workers should be accelerated and the legislative level should be improved, the model design should be in line with the characteristics of migrant workers, the level of fund overall planning should be improved, and the diversified investment and the maintenance and appreciation of funds should be realized.
