【摘要】：人，是生產力諸要素中最活躍的因素。本文結合我國目前的實際情況，借鑒國外有效的經驗，論述了國有企業(yè)走向市場的競爭，關鍵是人才的競爭，，而職工教育必然成為一個很重要的競爭手段。為貫徹執(zhí)行我國《憲法》、《勞動法》有關職業(yè)培訓的規(guī)定，引導勞動者進一步注重學習和培訓，提高自身職業(yè)素質，增加勞動者的就業(yè)機會，提高他們的競爭能力、適應能力和經濟收入，更好地促進我國職業(yè)技術培訓工作的展開，本文從勞動立法的角度作了三個方面的闡述：１、加大培訓力度，改革教育結構和培訓制度，加強注重對高等職業(yè)教育的立法；２、全面實行職業(yè)技能鑒定和職業(yè)資格證書制度；３、實施勞動預備制度
[Abstract]:Man is the most active factor in all factors of productive forces. Based on the actual situation of our country and the effective experience of foreign countries, this paper discusses the competition of state-owned enterprises towards the market, the key is the competition of talents, and the education of workers and staff is bound to become a very important means of competition. In order to carry out the provisions of the Constitution and the Labor Law on vocational training, to guide workers to pay more attention to study and training, to improve their professional quality, to increase their employment opportunities, and to enhance their competitiveness, In order to better promote the development of vocational and technical training in China, this paper expounds three aspects from the angle of labor legislation: 1. Strengthen training, reform educational structure and training system. Strengthening the legislation of higher vocational education; (2) to implement the system of vocational skill appraisal and vocational qualification certificate in an all-round way; and (3) to implement the labor preparation system
