【摘要】：供給側(cè)改革對當(dāng)前的總體就業(yè)、就業(yè)結(jié)構(gòu),以及政府宏觀調(diào)控帶來了非常深遠(yuǎn)的影響。然而,當(dāng)前勞動法由于對勞動者保護(hù)的過度傾斜,在供給側(cè)改革下其逐漸顯現(xiàn)出用人單位雇傭缺乏靈活性、人力資源成本過高、勞動法刻板保護(hù)模式等問題,對企業(yè)的成功轉(zhuǎn)型造成了極大的困擾,其在降低企業(yè)競爭力的同時也導(dǎo)致勞動力需求的進(jìn)一步下降,整體上不利于勞動者利益的保護(hù)。因此,健全基本民生保障制度、充分發(fā)揮市場調(diào)節(jié)作用、實行分層分類保護(hù)等是較為可行的完善路徑。
[Abstract]:The supply-side reform has had a profound impact on the overall employment, employment structure, and the government's macro-control. However, the current labor law, due to its excessive bias towards the protection of workers, Under the supply-side reform, the lack of flexibility of employers' employment, the high cost of human resources and the rigid protection mode of labor law have caused great problems to the successful transformation of enterprises. While reducing the competitiveness of enterprises, it also leads to a further decline in labor demand, which is not conducive to the protection of workers' interests. Therefore, we should improve the basic livelihood security system and give full play to the role of market regulation. It is feasible to carry out stratified classification protection and so on.
