文章摘要本文在企業(yè)調(diào)研的基礎(chǔ)上對新《勞動合同法》實施后勞動密集型產(chǎn)業(yè)競爭力的提升問題進(jìn)行了研究。調(diào)研中我們發(fā)現(xiàn)新《勞動合同法》并沒有增加守法企業(yè)的用工成本;工資上漲不是《勞動合同法》實施的結(jié)果;《勞動合同法》有助于維護(hù)正常的用工秩序;《勞動合同法》實施也沒有減少勞動力市場需求。在調(diào)研的基礎(chǔ)上,我們認(rèn)為勞動密集型企業(yè)升級的路徑應(yīng)是主動將價格優(yōu)勢升級為品牌與渠道優(yōu)勢;注重研發(fā),提升產(chǎn)品檔次;注重人才培養(yǎng).把以人為本的理念落到實處。在經(jīng)濟(jì)快速增長的時期,多數(shù)企業(yè)在快速增長中較少關(guān)注創(chuàng)新、品牌與人才;而當(dāng)經(jīng)濟(jì)形勢不好時,多數(shù)企業(yè)就會快速從繁榮到破產(chǎn)。但少數(shù)企業(yè)家在企業(yè)快速增長時期就比較注重自身競爭力的提升,,在繁榮時不斷提升企業(yè)能力。因而在危機(jī)時不僅可以渡過難關(guān)。甚至可以在危機(jī)中發(fā)現(xiàn)機(jī)遇,在危機(jī)中相對提升自身競爭力.在危機(jī)過后迎接新一輪增長期。以下兩個因素已成為制約勞動密集型產(chǎn)業(yè)競爭力提升的障礙:一是中國軟實力的不足;二是高水平產(chǎn)業(yè)技術(shù)工人的匱乏。中國的勞動密集型產(chǎn)業(yè)需要發(fā)展,更需要升級?梢哉f,中國的產(chǎn)業(yè)將與勞動力素質(zhì)一起升級;甚至可以說沒有勞動力素質(zhì)的升級.中國的產(chǎn)業(yè)升級將僅是“鏡中花,水中月”。在可以預(yù)計的時期內(nèi).中國勞動密集型產(chǎn)業(yè)的升級更多將是生產(chǎn)過程的工藝升級及產(chǎn)品升級,這一過程中技術(shù)工人的作用是不可替代的。因而對產(chǎn)業(yè)技術(shù)工人的培養(yǎng)。把中國技術(shù)素質(zhì)較低的產(chǎn)業(yè)工人升級為高級技工并不斷把新增勞動力培養(yǎng)為高級技工.將是中國產(chǎn)業(yè)升級的必修課。

AbstrBased on enterprises survey, this paper studied the road to enhance enterprises competitiveness after the implementation of "China's New Labor Contract Law". During the survey, we found the following conelusions:(1)The new "Labor Contract Law" did not increase the cost of law-abiding enterprises; (2)Wage increase is not the result of implementation of the "Labor Contract Law"; (3) "Labor Contract Law" helps to maintain an orderly employment; (4) "Labor contract Law" will not reduce labor demand. Based on the survey, we believe that the upgrade road of labor-lntensive enterprises should be the following:Shift price advantage to brand and channel advantage; upgrading products through research and development; be people-oriented rather than rhetoric.During rapid economic growth, most companies will not pay attention to innovation, brand or talent; therefore, those enterprises went bust when economic tarns down. However, a small number of entrepreneurs recognized the importance of enhancing their own competitiveness. In this way, they can not only ride out the storm in times of crisis, but also find some opportunities. The following two factors hider the upgrading of competitiveness of laborintensive industries First, the inadequacy of China's soft power; Second, shortage of skilled industrial workers. China's labor-intensive industries need upgrading more than development. It can be said that China's industry will be upgraded together with labor's quality, to put it straight, the former depends on the latter. In an expectable period, escalation of China's labor-intensive industry will be the upgrading of production process and product, during which, skilled workers are nonseparable.
