東莞小微制造企業(yè)用工問(wèn)題與對(duì)策研究

【摘要】:改革開(kāi)放以來(lái),東莞以依托外來(lái)資本輸入為核心、外向型經(jīng)濟(jì)主導(dǎo)為特點(diǎn)的發(fā)展模式,經(jīng)濟(jì)得到了突飛猛進(jìn)的增長(zhǎng),創(chuàng)造了無(wú)數(shù)的財(cái)富神話。近年來(lái),面對(duì)人口紅利逐漸消失的大背景下,東莞為了穩(wěn)定產(chǎn)業(yè)的發(fā)展,提出了產(chǎn)業(yè)升級(jí)、企業(yè)技術(shù)提升、“機(jī)械代人”的措施,在一定程度上提高了生產(chǎn)效率,彌補(bǔ)了因?yàn)閯趧?dòng)力流失所造成的用工荒,但小微制造企業(yè)仍存在較嚴(yán)重的用工缺口,“用工難”一直是企業(yè)經(jīng)營(yíng)過(guò)程中難以解決好的問(wèn)題。東莞作為世界聞名的制造之城,是中國(guó)制造業(yè)的一個(gè)縮影,東莞制造業(yè)的特點(diǎn)也代表著中國(guó)其他地方制造業(yè)的發(fā)展及變化。目前,我國(guó)專門針對(duì)制造類的小微企業(yè)的用工研究比較少,基于此,論文在查閱大量相關(guān)資料以及與企業(yè)面對(duì)面訪談的基礎(chǔ)上,以問(wèn)卷調(diào)查的形式,對(duì)東莞市的小微制造企業(yè)進(jìn)行具體針對(duì)性的調(diào)研,結(jié)合東莞經(jīng)濟(jì)、社會(huì)情況,運(yùn)用招聘相關(guān)理論知識(shí)分析了東莞小微制造企業(yè)“用工難”的原因,從政府部門、企業(yè)的角度提出了相應(yīng)的解決問(wèn)題的建議和對(duì)策,如,政府方面應(yīng)該創(chuàng)優(yōu)務(wù)工環(huán)境、在政策方面傾斜小微制造企業(yè)、發(fā)揮行業(yè)協(xié)會(huì)作用,企業(yè)方面要改善工作條件和環(huán)境、提高核心員工的穩(wěn)定性、嚴(yán)格按照勞動(dòng)法用工等。最后,作者希望通過(guò)對(duì)東莞這樣一個(gè)典型的制造業(yè)城市的小微制造企業(yè)的用工情況分析,提出相應(yīng)的對(duì)策和建議,為其他地區(qū)、城市同類型的企業(yè)提供參考。
[Abstract]:Since the reform and opening up, Dongguan rely on external capital input as the core, export-oriented economy as the characteristics of the development model, the economy has been growing by leaps and bounds, creating countless wealth myth in recent years. Under the background of the gradual disappearance of the population dividend, in order to stabilize the development of the industry, Dongguan has put forward the measures of upgrading the industry, improving the technology of the enterprise and "replacing the people by the machinery", which to a certain extent has improved the production efficiency. Made up for the labor shortage caused by the loss of labor, but there is still a serious shortage of employment in small and micro manufacturing enterprises. "hard to employ" has always been a difficult problem to solve in the course of enterprise management. As a world-famous manufacturing city, Dongguan is a microcosm of China's manufacturing industry. The characteristics of Dongguan manufacturing industry also represent the development and change of manufacturing industry in other parts of China. At present, there is less research on the employment of small and micro enterprises in our country, which is based on this. On the basis of consulting a large number of relevant materials and face-to-face interviews with enterprises, the paper carries out specific targeted research on the small and micro manufacturing enterprises in Dongguan, combining with the economic and social situation of Dongguan. This paper analyzes the reasons of "hard to employ" in Dongguan small and micro manufacturing enterprises by applying the relevant theory knowledge of recruitment, and puts forward corresponding suggestions and countermeasures from the angle of government departments and enterprises, such as. The government should create a better working environment, tilt small and micro manufacturing enterprises in policy, give full play to the role of trade associations, and improve working conditions and environment to enhance the stability of core staff. Finally, the author hopes to analyze the employment situation of small and micro manufacturing enterprises in a typical manufacturing city such as Dongguan, and put forward corresponding countermeasures and suggestions for other regions. The enterprise of the same type of city provides the reference.
