【摘要】：正2017年7月11日《政府采購貨物和服務(wù)招標(biāo)投標(biāo)管理辦法》(簡稱"87號(hào)令")發(fā)布,自2017年10月1日起施行。2004年8月11日發(fā)布的《政府采購貨物和服務(wù)招標(biāo)投標(biāo)管理辦法》(簡稱"18號(hào)令")同時(shí)廢止。87號(hào)令較18號(hào)令,進(jìn)一步明晰了政府采購當(dāng)事人的權(quán)責(zé)劃分,在加強(qiáng)內(nèi)部控制、編制采購需求,公開采購信息、開展履約驗(yàn)收等環(huán)節(jié),重構(gòu)了采購人的權(quán)利和主體責(zé)任,保護(hù)了供
[Abstract]:On 11 July 2017, the measures for the Administration of tenders and tenders for Government Procurement of goods and Services ("decree No. 87") were issued, The measures for the Administration of tenders and tenders for Government Procurement of goods and Services, issued on 11 August 2004 ("decree No. 18"), are repealed at the same time. Decree No. 87 is more than decree No. 18, which came into effect on October 1, 2017. It further clarifies the division of powers and responsibilities of the parties involved in government procurement, strengthens internal control, compiles procurement requirements, publishes procurement information, carries out performance acceptance and so on, reconstructs the buyer's rights and main responsibilities, and protects the supply of goods.
