【摘要】：國家財產所有權行使的實效不僅關系一國當代的國計民生和國際地位,而且還影響到代際間的可持續(xù)發(fā)展的能力和潛力。因此,對現有行使機制的運行效果作出客觀、科學的評價分析實有必要。從國家財產所有權關系中所涉及的主體和對象來看,國有財產本身、政府和民眾這三項內容必然是當中的核心要素。所以,有關其行使實效的研究也應定位于這三項核心要素來展開。其中,通過對其負效應的反思不僅找到了行使規(guī)則缺位這一癥結,而且還利于對行使規(guī)則建構的依憑作出初步設想。
[Abstract]:The effectiveness of the exercise of national property ownership not only relates to the national economy and people's livelihood and international status of a country, but also affects the ability and potential of intergenerational sustainable development. Therefore, it is necessary to make objective and scientific evaluation and analysis on the operation effect of the existing exercise mechanism. Judging from the subjects and objects involved in the ownership relationship of state property, the state property itself, the government and the public are the core elements. Therefore, the research on the effectiveness of its exercise should also be focused on these three core elements. The reflection of its negative effect not only finds the crux of the absence of the exercise rules, but also makes a tentative assumption on the basis of the construction of the exercise rules.
