【摘要】：文化部確定10個單位為國家公共文化機構(gòu)法人治理結(jié)構(gòu)試點單位。公共文化機構(gòu)建立法人治理結(jié)構(gòu)對轉(zhuǎn)變政府職能、實現(xiàn)政事分開和管辦分離、確保公益目標實現(xiàn)、提高運行效率具有重要意義,是與國家治理體系和治理能力現(xiàn)代化相適應的體制機制改革。公共文化機構(gòu)與公司企業(yè)的法人治理結(jié)構(gòu)有明顯區(qū)別。公共文化機構(gòu)法人治理結(jié)構(gòu)試點的重點任務是,財政投入方式改革、人事管理制度改革、收入分配制度改革、擴大社會力量參與、創(chuàng)新公共文化服務內(nèi)容和方式。試點單位對若干難點問題做出了有益的探索實踐,包括理事會的性質(zhì)定位、理事長人選和產(chǎn)生、管理層負責人的產(chǎn)生、舉辦單位理事"一票否決權(quán)"、監(jiān)事會的設(shè)立。
[Abstract]:The Ministry of Culture has determined 10 units as the pilot units of the corporate governance structure of national public cultural institutions. The establishment of corporate governance structure in public cultural institutions is of great significance to the transformation of government functions, the separation of administration from administration, the realization of public welfare goals and the improvement of operational efficiency. It is the system mechanism reform that adapts to the modernization of national governance system and governance ability. Public cultural institutions and corporate governance structure has obvious differences. The key tasks of the trial of the corporate governance structure of public cultural institutions are: the reform of financial input mode, the reform of personnel management system, the reform of income distribution system, the expansion of the participation of social forces, and the innovation of the contents and methods of public cultural services. The pilot units have made beneficial exploration and practice on some difficult issues, including the nature of the Board of Governors, the selection and selection of the chairman, the generation of the responsible person in charge of the management, the "one vote veto power" of the director of the organizing unit, and the establishment of the supervisory board.
