【摘要】：質(zhì)量是經(jīng)濟(jì)社會發(fā)展的基礎(chǔ)和保障,是一個國家和地區(qū)綜合實力和競爭力的重要體現(xiàn)。質(zhì)量技術(shù)監(jiān)督部門是負(fù)責(zé)質(zhì)量安全監(jiān)管工作的職能部門,而質(zhì)量技術(shù)監(jiān)督行政執(zhí)法是保障產(chǎn)品質(zhì)量安全,推動地方經(jīng)濟(jì)發(fā)展的重要手段。近年來,隨著經(jīng)濟(jì)社會的不斷發(fā)展,質(zhì)量技術(shù)監(jiān)督行政執(zhí)法取得了一些成績,但是,質(zhì)量安全形勢依然嚴(yán)峻,質(zhì)量安全問題已成為社會關(guān)注的焦點。目前,質(zhì)量技術(shù)監(jiān)督行政執(zhí)法正發(fā)生著重大變革,執(zhí)法領(lǐng)域、執(zhí)法形式已發(fā)生了重大變化,對經(jīng)濟(jì)社會的影響力在不斷增加。因此,從公共管理的角度,對石家莊市質(zhì)量技術(shù)監(jiān)督部門行政執(zhí)法情況進(jìn)行研究,找到提高質(zhì)量技術(shù)監(jiān)督部門行政執(zhí)法水平的對策,對提高石家莊市質(zhì)量技術(shù)監(jiān)督局行政執(zhí)法水平,創(chuàng)造良好的市場競爭環(huán)境,保護(hù)人民群眾合法利益,推動經(jīng)濟(jì)社會健康和諧發(fā)展有重要意義。本文通過調(diào)查研究石家莊市質(zhì)量技術(shù)監(jiān)督行政執(zhí)法情況,依托行政執(zhí)法監(jiān)督理論體系,運用公共管理等相關(guān)理論,分析石家莊市質(zhì)量技術(shù)監(jiān)督行政執(zhí)法工作存在的問題及問題產(chǎn)生的原因,進(jìn)而提出解決的對策。本文結(jié)合石家莊市質(zhì)量技術(shù)監(jiān)督行政執(zhí)法工作的實際情況,找到執(zhí)法工作中存在的問題,主要包括執(zhí)法規(guī)范性不足、執(zhí)法缺位現(xiàn)象時有發(fā)生、執(zhí)法效率不高、執(zhí)法監(jiān)督乏力、執(zhí)法宣傳不到位。通過深入分析問題,找出問題產(chǎn)生的原因,主要有行政執(zhí)法人員綜合素質(zhì)不高、軟硬件配備不足、缺少嚴(yán)格規(guī)范的執(zhí)法監(jiān)督體系、地方保護(hù)主義存在、“第三方”力量發(fā)揮不明顯。從政府管理、公共服務(wù)的角度進(jìn)行研究,從強(qiáng)化行政執(zhí)法人員的綜合素質(zhì)、充實執(zhí)法軟硬件、完善執(zhí)法監(jiān)督、優(yōu)化行政執(zhí)法環(huán)境四個方面,提出完善和推進(jìn)行政執(zhí)法工作的對策,從而改善質(zhì)量技術(shù)監(jiān)督部門形象,進(jìn)一步提高質(zhì)量技術(shù)監(jiān)督部門執(zhí)法水平和管理工作的有效性。
[Abstract]:Quality is the foundation and guarantee of economic and social development and the important embodiment of comprehensive strength and competitiveness of a country and region. Quality and technology supervision department is a functional department in charge of quality and safety supervision, and quality and technology supervision administrative law enforcement is an important means to guarantee product quality and safety and to promote the development of local economy. In recent years, with the development of economy and society, some achievements have been made in the administrative law enforcement of quality and technical supervision. However, the situation of quality and safety is still grim, and the problem of quality and safety has become the focus of attention of the society. At present, the quality and technical supervision of administrative law enforcement is undergoing major changes, law enforcement field, law enforcement form has undergone significant changes, the impact on economic and social is increasing. Therefore, from the perspective of public management, this paper studies the administrative law enforcement situation of the quality and technical supervision department in Shijiazhuang City, and finds out the countermeasures to improve the administrative law enforcement level of the quality and technical supervision department. It is of great significance to improve the administrative law enforcement level of Shijiazhuang quality and Technology Supervision Bureau, create a good market competition environment, protect the legitimate interests of the people and promote the healthy and harmonious development of economy and society. Based on the investigation and study of the quality and technical supervision of administrative law enforcement in Shijiazhuang City, this paper relies on the theoretical system of administrative law enforcement supervision and applies relevant theories, such as public administration, etc. This paper analyzes the problems existing in the administrative law enforcement work of quality and technical supervision in Shijiazhuang City and the causes of the problems, and puts forward some countermeasures to solve the problems. According to the actual situation of the quality and technical supervision in Shijiazhuang City, this paper finds out the problems existing in the law enforcement work, including the insufficiency of the law enforcement standard, the phenomenon of the law enforcement vacancy occurring from time to time, the low efficiency of the law enforcement, and the weakness of the law enforcement supervision. Law enforcement propaganda is not in place. Through in-depth analysis of the problems, find out the causes of the problems, mainly administrative law enforcement personnel comprehensive quality is not high, inadequate hardware and software, lack of strict and standardized law enforcement supervision system, the existence of local protectionism, Third party power is not apparent. From the angle of government management and public service, from four aspects of strengthening the comprehensive quality of the administrative law enforcement personnel, enriching the law enforcement software and hardware, perfecting the law enforcement supervision, optimizing the administrative law enforcement environment, The countermeasures of perfecting and promoting the administrative law enforcement work are put forward in order to improve the image of the quality and technical supervision department and further improve the law enforcement level and the effectiveness of the management work of the quality and technology supervision department.
