【摘要】：正這次修改預(yù)算法,是預(yù)算法實(shí)施二十年來(lái)的首次修改。修改后的新預(yù)算法,是黨的十八屆三中全會(huì)以后全國(guó)人大常委會(huì)通過(guò)的第一部對(duì)推動(dòng)改革進(jìn)程具有全局性影響的重要法律案。雖然這次修改預(yù)算法采取的是修正案形式,但實(shí)際上修改的內(nèi)容很多,既有對(duì)現(xiàn)行制度的細(xì)化和完善,也有為落實(shí)中央要求、推進(jìn)改革所作的制度創(chuàng)新,是一次全面、系統(tǒng)的修改。原預(yù)算法共79條,
