預(yù)算法修改的原則

【摘要】：正這次修改預(yù)算法,是預(yù)算法實施二十年來的首次修改。修改后的新預(yù)算法,是黨的十八屆三中全會以后全國人大常委會通過的第一部對推動改革進(jìn)程具有全局性影響的重要法律案。雖然這次修改預(yù)算法采取的是修正案形式,但實際上修改的內(nèi)容很多,既有對現(xiàn)行制度的細(xì)化和完善,也有為落實中央要求、推進(jìn)改革所作的制度創(chuàng)新,是一次全面、系統(tǒng)的修改。原預(yù)算法共79條,
