【摘要】：正自2015年1月通過《中華人民共和國政府采購法實(shí)施條例》以來,我國的政府采購工作逐漸趨向成熟,并且在提高公共資金使用效率、促進(jìn)政府宏觀調(diào)控、提高采購?fù)该鞒潭取⒎�(wěn)定市場(chǎng)價(jià)格等方面做出了貢獻(xiàn)。然而由于在政府采購的過程中一方面存在著大量的不完全契約關(guān)系,形成了多方面的信息不對(duì)稱;另外一方面存在著多重的委托代理關(guān)系,很有可能會(huì)引發(fā)逆向選擇和道德風(fēng)險(xiǎn),由此造成采購需求人的"搭便車"行為、政府采購代
[Abstract]:Since the adoption of the regulations on the implementation of the Law on Government Procurement of the people's Republic of China in January 2015, the work of government procurement in our country has gradually become mature, and it is improving the efficiency of the use of public funds, promoting the macro-control of the government, and enhancing the degree of transparency in procurement. Stable market price and so on has made the contribution. However, in the process of government procurement, there are a large number of incomplete contractual relationships, which result in a variety of information asymmetry, on the other hand, there are multiple principal-agent relationships.
