【摘要】：隨著電子商務的迅速發(fā)展,政府電子化采購已成為一種發(fā)展趨勢。目前我國政府電子化采購方面存在著采購信息網(wǎng)上公開不規(guī)范、實際采購程序與電子化采購程序不相符、電子化采購技術(shù)與政府采購制度不匹配等問題,應在借鑒歐美及韓國相關(guān)經(jīng)驗基礎(chǔ)上,加快中央和地方采購平臺的建設,協(xié)調(diào)頂層設計與采購制度的關(guān)系,完善政府電子化采購的相關(guān)法律法規(guī),構(gòu)建政府電子化采購績效評估體系,共同促進我國政府電子化采購的規(guī)范發(fā)展。
[Abstract]:With the rapid development of e-commerce, electronic government procurement has become a trend of development. At present, there are some problems in the electronic procurement of our country, such as the non-standardization of the procurement information network, the inconsistency between the actual procurement procedure and the electronic procurement procedure, the mismatch between the electronic procurement technology and the government procurement system, and so on. Based on the relevant experiences of Europe, America and South Korea, we should speed up the construction of central and local procurement platforms, coordinate the relationship between top level design and procurement system, and perfect the relevant laws and regulations of electronic government procurement. To construct the performance evaluation system of government electronic procurement and to promote the development of government electronic procurement in China.
