【摘要】：正國(guó)庫(kù)管理體制作為預(yù)算管理的組成部分,是預(yù)算管理體制的體現(xiàn),并對(duì)預(yù)算管理發(fā)揮重要作用。委托國(guó)庫(kù)制充分體現(xiàn)了現(xiàn)代預(yù)算管理體制的特征:通過(guò)預(yù)算管理過(guò)程中各部門的分工合作,實(shí)現(xiàn)預(yù)算決策和執(zhí)行、國(guó)庫(kù)資金使用和監(jiān)督,既有機(jī)統(tǒng)一又分工制衡,保障了預(yù)算管理和資金運(yùn)轉(zhuǎn)的科學(xué)高效。我國(guó)實(shí)行的人民銀行經(jīng)理國(guó)庫(kù)制度是委托國(guó)庫(kù)制與我國(guó)國(guó)情相結(jié)合的產(chǎn)
