【摘要】：長期以來,政府采購中的串通招投標(biāo)行為一直是久治不愈的頑疾。為消除這一違法行為,政府應(yīng)該推行招標(biāo)制度改革,完善招標(biāo)制度體系;同時加大處罰力度,增強(qiáng)制裁制度的威懾力;建議政府積極執(zhí)行寬恕制度,以便于迅速發(fā)現(xiàn)、查處違法串通行為。
[Abstract]:For a long time, collusion and bidding in government procurement has been a persistent disease. In order to eliminate this illegal act, the government should carry out the reform of the bidding system and perfect the bidding system; at the same time, it should increase penalties. Strengthen the deterrent of the sanctions regime; advise the government to actively implement the leniency system to facilitate prompt detection and prosecution of illegal collusion.
